Job Purpose: Restoration of our urbanized waterways depends upon watershed-wide planning and implementation. The Municipal Watershed Coordinator will seek to understand, compile, develop, and coordinate municipal-level planning that is designed to protect and improve our streams and ecosystems.

The Municipal Watershed Coordinator will work with headwater Pennypack Creek and Tookany Creek watershed municipalities (with a focus on Horsham and Cheltenham townships, Montgomery County, respectively) and stakeholders to review and identify opportunities for improved stormwater management plans and projects, and will develop and conduct municipal outreach and education programs complementing those of TTF and PERT in collaboration with regional watershed partner efforts.

Key Responsibilities:
Review existing watershed and open space plans, municipal stormwater ordinances and plans, and available water quality data and trends to identify issues, concerns and opportunities as well as data or information needs.

Review stream restoration and stormwater management projects completed and planned to date by municipalities, and by private and non-profit stakeholders.

Review outreach efforts completed and underway to determine education and outreach needs. Develop an outreach plan and secure resources in coordination with partners and similar organizations to maximize municipal outreach. Work closely with PERT and TTF staff to plan and implement outreach and education efforts.

Work with PA Department of Environmental Protection and municipal staff members to develop a mechanism for evaluating municipal progress and needs related to stormwater permit (MS4) requirements.

Identify and prioritize opportunities for restoration and stormwater management projects on public, private, and non-profit land.

Support and collaborate with environmental and community organizations, including municipal EACs and planning commissions to advocate for enhanced stormwater management ordinances, policies, and projects.

Support and coordinate with ongoing restoration and stormwater management proposals and projects being pursued by TTF, PERT, and partners.

Support and coordinate with citizen water quality monitoring efforts led by the Community Engagement Coordinator.

Coordinate communication efforts with the TTF Communications Director.

Represent TTF and PERT at public events and meetings as required (e.g., Philadelphia Suburban Upstream Cluster partners’ meetings, municipal meetings related to stormwater issues, etc.).

Track and document activities and progress to support the development of regular reports.

Qualifications:
A bachelor’s degree in environmental sciences or related field is preferred and a master’s degree in urban or regional planning is required. The successful candidate will have at least five years’ experience working directly with municipalities and citizen organizations related to environmental planning issues. The position will require fairly extensive travel around the greater Philadelphia region in the candidate’s personal vehicle (mileage expenses reimbursed). Position likely will require candidate to attend some evening and weekend meetings throughout the year.  Position funded through a 3-year grant.
