MONITORING AND TECHNICAL ASSISTANCE COORDINATOR

Management Services/ Out of School Time (OST)

*JOB OVERVIEW:
The Monitoring and Technical Assistance Coordinator is responsible for ensuring the quality of Out of School Time (OST) programming through: 1) supporting the work of the Program Specialists in improving program implementation; 2) establishing a comprehensive technical assistance and coaching approach that moves OST providers along a continuum of program quality; 3) supporting and advancing the use of Project Based Learning (PBL) in OST programs; and 4) supporting and promoting professional development activities for OST providers.  This position reports to the Director of Community Based Services. Under the direction of the Director of Community Based Services, the Monitoring and Technical Assistance Coordinator will supervise Program Specialists who have direct monitoring responsibility for OST programs.

*RESPONSIBILITIES:
Program Specialist Oversight

§ Recruit, hire, orient, train, supervise, and evaluate Program Specialists
§ Ensure that site visits and site visit reports are completed in a thorough and timely manner
§ Support Program Specialists in the delivery of technical assistance and coaching (TA/C)toward program quality improvement
§ Review data to identify any staff problems in areas such as frequency of site visits, site visit follow-up, technical assistance, productivity, and consistency
§ Review program data to identify and address patterns related to serious incidents, utilization, retention, licensure and accreditation, and other such metrics
§ Coordinate special projects and specialty foci of assigned Program Specialists
§ Act as Program Specialist during periods of understaffing

Project Based Learning, Technical Assistance, and Professional Development Supports

§ Routinely seek new information and cutting edge research about best practices in  OST, professional development, and PBL; share this information with practitioners and other stakeholders
§ Identify concerns and issues common to OST providers, as they relate to PBL implementation, and develop plans to address concerns system-wide
§ Maintain and update the OST PBL blog with sample projects, videos, workshop dates, etc.
§ Promote use of the blog and internet resources for providers
§ Work with the School District of Philadelphia to secure high school credit for PBL projects
§ Develop and implement technical assistance and coaching (TA/C) system ensuring that TA/C delivery is aligned with program quality improvement goals
§ Provide TA/C as needed to include facilitation of workshops for OST line staff and OST provider leadership professional development
§ Convene targeted group TA/C supports
§ Track participation in workshops and groups by agency, site, and individuals
§ Develop workshop/group session evaluation tools and track data on participants’ responses
§ Specify changes needed to PCAPS as they relate to TA and professional development, and oversee their design, testing, documentation, and implementation
§ Support infusion of STEM into the OST system by participating in assigned STEM workgroups and reviewing relevant data and articles
§ Develop and maintain cooperative relationships with community organizations, city agencies, and other stakeholders related to OST locally, regionally, and nationally
§ Present papers and findings regarding OST, OST monitoring, PBL, TA/C, and PD at conferences
§ Maintain compliance with the Pennsylvania Quality Assurance System (PQAS) guidelines, and Act 48 guidelines, where applicable

Other Duties

Ø Co-coordinate OST provider meetings
Ø Coordinate special events such as PBL Cup, Lights On Afterschool event, OST on the Plaza
Ø Monitor OST subcontracts, as assigned
Ø Prepare the quarterly reports to the City
Ø Co-coordinate review and approval or proposals and applications
Ø Support the proposal writing process
Ø Participate in agency or team meetings, as required
Ø Perform any other agency-related duties or special projects as directed by supervisor.

*SKILLS:

§ Knowledge of the principles, practices, methods, techniques, literature and current developments in OST
§ Ability to work collaboratively with team members, providers and stakeholders
§ Superior oral and written communication skills
§ Strong analytical, organizational, and time management skills
§ Ability to work independently, as well as strong interpersonal skills
§ Technologically proficient, specifically in Microsoft Word, Power Point, Outlook, a/v equipment, and Internet
§ Proficient in the use of social media and video

*EXPERIENCE:
Two years experience in providing professional development and technical assistance to out of school time staff

*EDUCATION REQUIREMENT:
•    Master’s degree in Education or related field
•    Current certification in PQAS system (or ability to readily obtain PQAS certification)

SALARY:Grade 20
