General Description:
The Data Analyst (DA) functions as part of the Performance Management Unit. The DA is responsible for creating tools and procedures to collect, analyze and evaluate data for Business and Functional units within the organization. The DA provides all oversight for the implementation of the Efforts to Outcomes (ETO) database for all programs, including site customization, training and user support. The DA assesses the data tracking and reporting needs of programs, external provider organizations and Philadelphia Youth Network’s (PYN) Businesses and Functional Units and uses this information to guide the data collection, reporting and performance management processes. The DA is principally responsible for program performance analysis, the development of program performance metrics, and the preparation of statistical and narrative reports. The DA makes recommendations for program improvement as appropriate. The DA develops, maintains, and ensures quality control of the data tracking systems and implements corrective systems to ensure that PYN reporting is an accurate and reliable representation of the programmatic efforts and impacts of the work.

The DA’s responsibilities span four areas:
• Data Collection
• Reporting and Analysis
• Technical Assistance and Training
• Quality Control

Essential Functions:
• Collects, analyzes, interprets, and summarizes data in preparation for statistical and analytical reports on program performance and organizational impact
• Convenes stakeholders and facilitates the assessment process to identify and document data management needs
• Implements PYN’s Performance Management system and draft policies and procedures to institutionalize the system
• Facilitates data-driven decision making by improving the staff capacity to access, assess, and apply pertinent information
• Designs and/or develops the ETO platform for data collection, tracking, and reporting of program performance and organizational impact data
• Develops PYN’s user-support, technical assistance and training activities for end-users for all PYN’s participant tracking databases
• Maintains appropriate records of research methods and results
• Implements online learning opportunities for end-users
• Supports PYN efforts in proposal writing;
• Participates in the recruitment of volunteers who perform similar functions
• Develops training materials to improve data collection and evaluation for multiple audiences including, but not limited to, staff, students volunteers, and interns
• Performs other job-related duties as assigned

Education, Experience & Skills Required:
• A minimum of a Bachelors Degree in a related field
• Experience with collecting, analyzing, reporting and presenting data
• Ability to design and implement systems necessary to collect, maintain, and analyze data
• Experience with adult learning, training, and facilitation
• Experience with maintaining metadata, improving data quality, and designing basic databases
• Experience with ETO database; Certified ETO Site Administrator status preferred
• Experience with developing controlled and replicable data management processes
• Ability to gather and analyze statistical data and generate reports that are easily interpreted by end-users and stakeholders
• Ability to communicate effectively, both verbally and in writing
• Ability to prepare research reports, proposals and training materials
• Ability to utilize statistical computer software
• Ability to navigate diverse professional environments with comfort and strategy
• Ability to manage multiple priorities, deadlines and interests to identify the best course of action
• Knowledge of research methodology, principles and procedures
• Knowledge of Results-Based Accountability and strategies for practical application
• Knowledge of SQL (command writing), Crystal Reports and Similar Business Knowledge reporting tools.
• Knowledge of Program Development, Program Implementation, and Program Evaluation
• Successful completion of a child abuse clearance and criminal background check (requirement for PYN employees)
