Policy Brief: Ambulatory Surgical Centers
As we debate national health care, it is important to recognize that the health care delivery system is rapidly changing in response to rising costs, insurance reimbursement schedules, technological improvements, and shifts in medical practice preferences. A significant part of that change is the rise of ambulatory surgical centers (ASCs). ASCs are free-standing facilities which offer procedures that once took place in and required stays in general hospitals. ASCs are changing the ways in which health care is delivered and increasing inequalities based on the type of health insurance one has and whether one has insurance. A recent report by the Pennsylvania Health Care Cost Containment Council found that the number of ASCs and their profit margins have grown substantially in Pennsylvania.
