They come to our institutions to prepare for careers, to more fully understand the world around them and imagine their best place in it, and to learn how to be great neighbors and effective citizens. Participation in elections is an important part of that personal development, which is why it is a priority for so many campus leaders. Most students become eligible to vote in their first elections while they are enrolled at our institutions. [&#8230;]]]></description>
										<content:encoded><![CDATA[<p>A core mission of nearly every college and university in the United States is to develop the best habits of good citizenship among our students. They come to our institutions to prepare for careers, to more fully understand the world around them and imagine their best place in it, and to learn how to be great neighbors and effective citizens. Participation in elections is an important part of that personal development, which is why it is a priority for so many campus leaders.</p>
<p>Most students become eligible to vote in their first elections while they are enrolled at our institutions. We help them to register to vote, we encourage them to participate in elections, and we provide access to objective sources of information about issues and candidates, but we don’t tell them how or for whom they should vote.</p>
<p>In the past few years, we have seen efforts to make it harder for young people to participate in our democracy and access civic engagement opportunities. States have relocated polling places from public university campuses, as well as limited or curtailed initiatives to promote election participation at colleges and universities. Last year, the Department of Education issued a prohibition on using Federal Work-Study funds for nonpartisan voter registration initiatives. And just last month, the Department <u data-ga-track="ExternalLink:https://www.insidehighered.com/news/government/politics-elections/2026/02/05/ed-tells-universities-not-use-student-voting-data">launched</u> an investigation into Tufts University’s National Study of Learning, Voting, and Engagement (NSLVE), which Tufts has conducted in collaboration with the National Student Clearinghouse since 2013.</p>
<p>The irony of these efforts to stifle student voting is that federal statutes require higher-education institutions to do this work. <em data-ga-track="ExternalLink:https://www.govinfo.gov/content/pkg/COMPS-765/pdf/COMPS-765.pdf"><u data-ga-track="ExternalLink:https://www.govinfo.gov/content/pkg/COMPS-765/pdf/COMPS-765.pdf">The Higher Education Act of 1965, as amended</u></em> and the <em data-ga-track="ExternalLink:https://www.justice.gov/crt/national-voter-registration-act-1993-nvra"><u data-ga-track="ExternalLink:https://www.justice.gov/crt/national-voter-registration-act-1993-nvra">National Voter Registration Act of 1993</u></em> each include language about the responsibilities of colleges and universities to help their students register to vote and to understand their voting rights and the procedures for participating fully in elections.</p>

We explored these themes through a variety of community engagements generating intellectual discourse about democracy and the intersection of race and slavery in the United States’ founding documents. As a Camden County community member, former educator, and educational leader, I was able to bring together a wide network of educators and educational leaders who are committed to this work. Using La Unique Bookstore and Cultural Arts Center as our home base, we were able to use a grassroots, intergenerational approach to exploring <em>1619</em> themes, build community locally, and even expand to other states.</p>

<p>As we approach the 250<sup>th</sup> anniversary of the birth of the nation, every day proves that we are in the midst of a constitutional crisis to define the nation’s identity. America was born and re-born of political and physical violence, giving way to Independence, the First Reconstruction following the Civil War, and the Second Reconstruction, which catalyzed in the passage of its crown jewel: the Voting Rights Act of 1965. With a new shadow of entrenchment enveloping the nation, it serves to recall the civic ethos and action which overcame prior anti-democratic impulses.</p>

<p>This is especially true at community colleges, which tend to offer significantly more online courses than four-year institutions. <u data-ga-track="ExternalLink:https://www.cccco.edu/-/media/CCCCO-Website/docs/report/sb117-comprehensive-online-ed-study-report-ada.pdf">Nearly half of all community college courses were offered online</u> during the 2023–2024 academic year. A majority of these were online asynchronous courses, which have no class meeting times and instead offer students pre-recorded lecture videos. These asynchronous courses remain quite popular with students given the flexibility they provide. I know this first-hand as an instructor at San Diego Mesa College, where many of my online students are working full-time, raising children, or caring for an elderly family member. Some of these students may seldom step foot on our campus and naturally, miss out on the traditional voter engagement efforts that typically occur in person.</p>

We’ve also heard directly from young people about how valuable opportunities to connect are, especially in the absence of third spaces where young people can build community. Civic life is tied up in young people’s social and community lives, and understanding how young people are building community is vital for mapping pathways to civic participation and belonging.</p>
<p>At the same time, social structures and norms are still recalibrating in the wake of the COVID-19 pandemic, which interrupted important periods of development for today’s youth. To understand the impact that may be having on youth civic engagement, we asked young people in our 2024 post-election survey about their <strong>in-person</strong> interactions with their community. While online communities and interactions have been important ways for young people to explore their identities, <a href="https://circle.tufts.edu/latest-research/media-making-about-social-and-political-issues-builds-confidence-teens">develop civically</a>, and <a href="https://circle.tufts.edu/index.php/latest-research/young-people-created-media-uplift-their-voices-2020">use their voices</a>, online and in-person interactions don’t have equal and universally positive effects on well-being. Notably, some research suggests that in-person connections have stronger positive impacts (Kroencke et al, 2023).</p>
<p>This analysis furthers our understanding of young people’s in-person interactions and how they intersect with their civic behaviors and attitudes, ultimately demonstrating the urgency of supporting pathways for young people to build these connections and communities.</p>
