Webinar: Reforming the HCV Program Through Direct Rental Assistance – Aug 27

The Housing Choice Voucher (HCV) program helps 2.3 million low-income households affordably rent housing in the private market each year, enabling them to live in less crowded conditions and reducing their chances of experiencing homelessness. However, a significant share of households assigned a voucher are unable to use it, in part because the HCV program’s complexity discourages many landlords from participating.
One proposed reform involves direct rental assistance payments to eligible households instead of routing subsidies through local public housing authorities to landlords. This initiative aims to streamline the HCV program and encourage greater landlord participation.
During this webinar, the Bipartisan Policy Center (BPC) will host a discussion with local and national experts to explore the opportunities and challenges of direct rental assistance. We will also delve into insights from a pilot program in Philadelphia and discuss potential broader impacts of implementing direct rental assistance to HCV families.
