Our team at Center for Schools and Communities, in partnership with the Pennsylvania Department of Education, is continuing our Learning Series: Together, We’re Better, in 2026!

Creating a community of welcome, support, and belonging for newcomer students and families requires a holistic approach that considers the strengths and expertise of all stakeholders including: refugee families and students, teachers, administrators, scholars, community organization experts and staff, resettlement agencies, and state staff.

We hope you join us during our ongoing learning series to deepen your understanding of best practice in serving newcomer youth and families in your schools and communities.

Register for Our Next Session, Legal Rights of Multilingual Learners and Special Education. Learn the legal framework to ensure that multilingual learners with disabilities have access to appropriate supports and services in school. This presentation will cover the legal rights of multilingual learners, best practices for special education evaluations for multilingual learners, provision of services, and meeting parent participation requirements.

The presenter for the webinar is Hetal Dhagat, a Senior Attorney with the Education Law Center. Through legal representation, community engagement, and policy advocacy, she works to ensure that all students in Pennsylvania have access to a quality public education. Hetal’s legal practice and advocacy focus on the education rights of underserved students, including students with disabilities, multilingual learners, and students experiencing homelessness. She has facilitated workshops and trainings for families, child-serving professionals, and community partners on the laws and best practices for ensuring equitable access to public education. She has experience teaching elementary school students and is a graduate of the Northwestern University School of Law where she was a recipient of a public interest fellowship.
