VP of Education and Workforce Services, Congreso

The Vice President of Education and Workforce Services (EWS) reports directly to the Chief Program Officer and leads the EWS Division within Congreso. The EWS Division is comprised of three main focus areas: Children and Youth Services (including in-school case management and afterschool programming for youth K-12); Adult Education Services (including adult basic education, GED and ESL programs, and career pathway programs); and Post-Secondary Services (including industry credential programs and Harcum College at Congreso). The Vice President is responsible for the overall supervision, coordination and direction of programs under the division.
The major functions of this role are:
1) Executive Leadership
2) Contract Management and Program Oversight
3) Fiscal and Budgetary Management
4) Strategic Development
5) Personnel Management
6) Audit, Compliance and Reporting Oversight
7) Program Quality, Data and Evaluation Oversight
8) Grants Management, Fundraising and External Affairs
Minimum Education
Bachelor degree from an accredited college or university in education, human services, psychology, public health or related field. A Master’s degree is preferred.
Minimum Experience and Attributes
Required:
- At least 3 years supervisory experience at a senior management level.
- Demonstrated experience in supervision, program development, proposal writing, budget development, systems development and staff development.
- Excellent written and verbal communication skills.
- Advanced Excel and Microsoft Office Suite skills.
- Ability to multi-task and supervise multiple teams with a variety of programs and content, and understand complex and detailed information.
- Ability to delegate tasks and projects clearly and effectively, and support staff capacity building.
- Strong time management and prioritization skills.
- Ability to be diplomatic and professional with all internal and external stakeholders.
- Perform highly analytical duties around a variety of focus areas, including strategic development, fiscal management, and personnel management.
- Ability to network internally and externally and attend partner and stakeholder events on behalf of the agency.
Preferred:
- Bilingual capacity (English/Spanish) preferred.
- Knowledgeable about the Philadelphia Latino community and its resources.
- Knowledgeable about government programs and funding sources in the Philadelphia region, specifically
- Philadelphia Youth Network, Philadelphia Works, PHMC and Department of Human Services.
- Knowledgeable about School District of Philadelphia, partners and funders in the OST (Out of School Time) ecosystem, including Department of Human Services, PHMC (Public Health Management Corporation) and 21st Century Community Learning Centers, including the city’s CUA network.
- Ability to maintain flexible hours and schedule.
