Project Description:    Volunteer Income Tax Assistance (VITA) Project Coordinator
Reports To:         DelCoAD Steering Committee

Purpose of Project:       DelCoAD is a coalition of agencies, educational and financial institutions dedicated to building the financial health and stability of individuals and families in Delaware County, PA.  DelCoAD provides free tax preparation as a component of a year-round campaign linking individuals and families to asset building resources.  DelCoAD is looking to hire an independent contractor to provide overall coordination and support to DelCoAD during the period of November 1, 2010 – May 31, 2011.  This position will work out of the offices of PathWays PA in Holmes, PA and may possibly become full-time starting the summer of 2011 if funding is identified.

Duties and Responsibilities:
•    Provide oversight of VITA Site Development:
o    Coordinating with the IRS, help DelCoAD VITA sites get up and running for tax season including helping sites identify Site Coordinators, assess volunteer recruitment needs and troubleshoot technical issues.
•    Conduct Volunteer Recruitment, Training and Management:
o    Work with Colleges, Universities, and interested corporate/community sources to recruit volunteers.  Schedule and deliver volunteer training, manage placements and provide general support to volunteers.
•    Manage DelCoAD Outreach and Communications:
o    Develop a complete list of DelCoAD VITA sites for public and internal use, write press releases and assist with the design of outreach materials promoting VITA sites. Oversee disbursement of outreach materials, monitor DelCoAD website and represent DelCoAD at community/regional meetings. Provide data and other reports as needed.
•    Provide Ongoing Support to DelCoAD VITA Sites:
o    Develop strong relationships with individual site managers and provide regular monitoring of all tax sites during tax season including on-site visits, trouble shooting, review of quality measures and policies and procedures.
•    Facilitate DelCoAD meetings and oversee Resources:
o    Plan and run DelCoAD meetings and manage the Yahoo email group including posting meeting and training announcements.  Working with DelCoAD, manage overall programmatic budget and physical resources.  Attend DelCoAD Steering Committee meetings.
•    Oversee Special Projects:
o    Assist with the implementation of an asset development strategy at DelCoAD VITA sites and take the lead in organizing special events.

Qualifications:
– Bachelor’s degree
– Previous experience with VITA or computer tax preparation (candidate will need to re-certify for 2011 tax year)
– Strong basic computer skills such word processing, spreadsheets; knowledge of databases preferred
– Ability to travel locally to meetings and VITA sites as needed
– Strong communications skills, both written and oral; Strong work ethic, good organizational skills
– Commitment to the mission of DelCoAD and to working with low-income populations

Compensation:   Contractor will be paid $25/hour.  Hours per week will fluctuate with the tax season and will range from 15 – 35 hours a week.  (35 hours/week during peak tax time – January and February.)
