About Pennsylvania Voice
Pennsylvania Voice is a statewide network committed to the goal of ensuring that every Pennsylvanian is able to fully participate in our democracy. Pennsylvania Voice is a new model for coordination among nonpartisan 501(c)(3) advocacy, community, and grassroots organizations throughout the Commonwealth. Pennsylvania Voice’s role is to be a central driver for 501(c)(3) civic engagement work by developing strategies and providing technical assistance to non-profit organizations, providing access to cutting edge tools, connecting organizations from across the state and issue areas, and building a coordinated and collaborative plan to engage and empower individuals, especially under represented communities in our political process. Pennsylvania Voice is a project of State Voices.

State Voices is a national network of permanent, nonpartisan, state-based coalitions working to create a more accessible, inclusive, and representative democracy by amplifying the voices of traditionally marginalized and underrepresented communities, often referred to as the New American Majority, and building the strength of the organizations and leaders that serve them.
Since 2008, State Voices has pioneered a new approach to civic engagement and social change at the state-level. By employing collective impact – where change agents from different sectors come together to accomplish shared goals – we strengthen grassroots efforts to achieve solutions that no one group could achieve on its own. In this way, State Voices serves as the backbone organization for our collective impact model in states, guiding the vision and strategy of the network, leveraging national resources, and ensuring coordination and communications.
Our 784 state, local, or national affiliate partners are organized into “tables” in the following states: Colorado, Florida, Georgia, Idaho, Maine, Massachusetts, Michigan, Minnesota, Montana, Nevada, New Mexico, New York, North Carolina, Ohio, Oregon, Pennsylvania, Virginia, Washington, Wisconsin, and California through the San Diego Metropolitan Area table. We also train and support an additional 214 partner groups in “non-table” states through our Tools For All Program.
State Voices provides the organizations in our network with the tools and support they need to help create a healthy and thriving democracy. We advance this work through three (3) national programs: Civic Engagement (voter registration, GOTV, issue advocacy and constituency engagement), Civic Access (voting rights and election administration) and Civic Representation (census, redistricting and “money in politics”). Responsibilities Include:
• Advise partner organizations on the use of voter contact tools and assist them in integrating appropriate voter contact and data tools into their engagement programs. Make recommendations and provide strategic guidance on ways to make programs more efficient and effective.
• Administer voter file system for Pennsylvania Voice and partners. This includes managing user and security settings; providing technical assistance; and monitoring use of the system to ensure compliance with state and national policies.
• Train partner organizations and Pennsylvania Voice staff on: VAN and other tools, targeting techniques (including the use of statistical models), and best practices for using data effectively.
• Prepare program analysis and in tandem with program staff make strategic recommendations to inform collaborative program plans as well as individual group plans.
• Through the use of the VAN, historical data, census and other available resources: develop targeting strategy for voter engagement, advocacy campaigns, activist mobilization and other organizing efforts.
• Work with partner organizations and the State Voices network to establish and maintain best practices and standards for data collection, data acquisition and preservation.
• Produce reports and other materials needed to track, support, coordinate and identify gaps in collective strategy.
• Identify and champion opportunities to conduct tests and experiments; assist program staff and partners in facilitating and executing experiments.

Qualifications:
The ideal candidate for this position will possess many, if not all, of the following qualifications:
• An understanding of common direct voter contact programs and at least two years experience in either candidate or issue-based campaigns
• Strong VAN (Voter Activation Network) and Excel skills preferred. Familiarity with census data, online electoral tools such as Catalist and with other constituent relationship management tools is a plus
• Ability to manage several tasks/projects concurrently and prioritize work effectively
• Ability to communicate effectively, work well under pressure, be detail oriented and meet deadlines
• Diplomatic, professional approach to problem solving and the ability to think independently and creatively
• Excellent organizational, time-management, oral and written communication skills
• Strong interpersonal skills and ability to work across multiple communities and in diverse settings
• Must be a self-starter; willing to work sometimes long, irregular hours and to travel as needed
Location: The location of the Pennsylvania Data & Targeting Manager will be in Philadelphia, PA.
Compensation: Compensation is competitive and negotiable depending on background and experience, and includes a full benefits package.
