JOB TITLE: Truancy Case Manager
DEPARTMENT: Education Department – Truancy Case Management Program
REPORTS TO: Education Department Director
JOB SCHEDULE: Full-Time
EXEMPTION STATUS: Non-Exempt

ORGANIZATIONAL CONTEXT:
SEAMAAC’s mission is to support immigrants, refugees and their families as they seek access to opportunities which would advance the condition of their new lives in the United States. In the Education Department, SEAMAAC offers a continuum of services to children and their families that honors cultural heritage and promote leadership. Programming includes Afterschool/Summer Camp and Leadership Development for youth in Elementary and High Schools, family/community dinners and door-to-door outreach campaigns, intensive case management as well as adult ESL programs. Through collaboration with the Health and Social Services Department, SEAMAAC also offers intergenerational programming for elders and youth.

POSITION SUMMARY:
SEAMAAC’s Truancy Case Management Program works in partnership with Philadelphia’s Department of Human Services (DHS) to improve school attendance and academic achievement through case management services for at-risk children, youth and their families. The Truancy Case Manager will work with the Truancy Case Management Program team to offer support and advocacy services primarily focused on students involved with truancy court proceedings. The Case Manager is responsible for ensuring ongoing support for youth and their families through assessments to identify strengths and weaknesses, referrals and linkages to services, evaluation of service effectiveness and any additional support that will benefit the students and their families. The program’s goal is to increase opportunities for children and youth to build positive relationships in their family, school and communities, and to help them achieve their full academic potential.

QUALIFICATION REQUIREMENTS:

EDUCATION and/or EXPERIENCE:
 Bachelor’s degree required in Social Work or related field. Related fields are limited to sociology, psychology, counseling, criminal justice, education, or public health administration.
 Minimum one year case management or clinical experience.

ESSENTIAL FUNCTIONS:
 Excellent oral and written communication skills as well as excellent computer skills.
 Demonstrate initiative and problem solving skills.
 An ability to travel around local Philadelphia neighborhoods extensively.
 Support the children and families in a manner that fosters independence, growth and development and will facilitate the child and families achieving their stated goals.
 Prepare for and attend court appearances to represent clients at Southwest Philadelphia Truancy Court and Family Court.
 Accurately assess the strengths, supports, and requirements of the identified children, families and communities in which they live.
 Maintain consistent communication through school visits and home visits with families and provide ongoing support to students as needed.
 Provide direct support as well as referrals to appropriate agencies for additional services to achieve goals. Ensure that referrals are completed promptly and confirm that a linkage between the family and provider is secured.
 Document all activities directly or indirectly related to the client in case files and database.
 Exercise discretion and maintain staff and client confidentiality.
 Attend regular supervision and department meetings.
 As part of the Education Department that promotes lifelong learning, staff is expected to set the example and to continue learning through SEAMAAC provided trainings.
 Understanding of, and commitment to, SEAMAAC’s principles, concerns, and considerations in regard to issues of race, class, nationality, religion, age, gender and sexual orientation, and disabilities.
 Actively participate in organizational-wide and community work efforts and events.
 Other assignments, including translation/interpretation, as required.

 Flexible hours and may require some travel and nighttime or weekend assignments.

COMPETENCIES:
 Fluency in an African, Caribbean, or Southeast Asian language/dialect or Spanish is preferred.
 Knowledgeable about the issues facing refugee and immigrant communities in urban settings.
 Experience working with Limited English Proficiency population preferred.

NECESSARY SPECIAL REQUIREMENTS:
Health clearance: Provide written documentation of health screening clearance to ensure that the employee is free from health impairments which pose potential risk to other employees, clients or visitors.
