Town Hall on pardons as an economic investment strategy – May 8

Individuals who encounter the criminal justice system are, in many ways, permanently bound to and even defined by their criminal records. The formal and informal barriers created by a criminal record can expand an individuals punishment well beyond their sentence. Pardons are one tool among several that can help ease the burden of a criminal record, and provide a positive impact for both individuals and communities. In a first-of-its-kind study, the Economy League found that pardons can be an effective no-cost workforce development tool, and pardons filed and granted between 2008 and 2018 had a $16 million dollar impact on the Pennsylvania economy.
