Ten Year Report: Housing Trust Fund

It’s hard to believe it’s been 10 years since the creation of the Philadelphia Housing Trust Fund! To mark the anniversary, PACDC worked with the City’s Office of Housing and Community Development to produce a report highlighting how the HTF has changed lives and transformed communities.

Whether it’s fixing a broken heater so a family can stay warm in the winter, making adaptive modifications to keep a person with physical needs in their home, transforming vacant lots into attractive affordable homes or repairing a low-income homeowner’s leaky plumbing, damaged roof, or other critical systems, the HTF works! It also contributes to our local economy: $109 million in HTF spending over 10 years leveraged more than $311 million in non-City funds, which created jobs, contributed to the tax base, and helped increase property values.
Unfortunately, the need for affordable home repair, development and homelessness prevention is enormous in Philadelphia, and state and federal funding cuts have hurt programs that serve the most vulnerable. That’s why PACDC is calling on Mayor Kenney and City Council to at least double dedicated revenue to the HTF, so we can help twice as many families and individuals!
