OHCD Request for Proposals: Targeted Housing Preservation Program – Affordable Homeownership Housing

The Office of Housing and Community Development (OHCD) is soliciting proposals to finance the targeted preservation of affordable homeownership housing units that serve low- and moderate-income Philadelphia residents, using funding from the Philadelphia Housing Trust Fund (HTF). This Request for Proposals (RFP) is designed to assist citywide nonprofit organizations that provide home repair and weatherization assistance programs in targeted blocks throughout the City of Philadelphia.

Approximately $280,000 in HTF earnings is available through this RFP.

The City is seeking proposals for affordable homeownership housing preservation programs that demonstrate:

  • leverage of other resources;
  • targeted approach to achieve maximum impact; and
  • organizational capacity to work with homeowners and other organizations to implement home improvements.

Projects that are on blocks with less than 20% vacancy will be considered more favorably.

Requirements of this RFP include: a proposed project scope; description of need and neighborhood impact; organizational and development team capacity; a budget; and project timeline. Proposals will be reviewed by an interagency group that may include representatives of OHCD, the Philadelphia Redevelopment Authority (PRA), the Philadelphia Housing Development Corporation (PHDC), and the Philadelphia City Planning Commission.

Housing Trust Fund earnings are available only to nonprofit developers or a joint venture in which a nonprofit organization is the controlling partner with demonstrated capacity.
