Description:
Prevention Point Philadelphia (PPP) is a multi-service public health organization dedicated to protecting the health and welfare of drug users and sex workers. Using a harm reduction approach, PPP offers culturally sensitive, non-judgmental services to address the health and social service needs of drug and hormone users and sex workers in Philadelphia.

The clinic coordinator oversees all aspects of the daily operation of the community-based health clinic providing primary care and general health services, medical benefits advocacy, health education, and outreach; is responsible for the supervision of all Street-side Health Project staff; ensures a client-centered, harm reduction approach to all service provision; and counsels and provides guidance to individual clients (and partners or families) regarding general health and social, medical and/or psychiatric issues. Health education and skills-building interventions with clients are included in the scope of work. The clinic coordinator will also be responsible for coordinating and training volunteer doctors and medical students for the Street-side Health clinic.

The coordinator will also perform a variety of services including individual counseling, case management, and service brokerage on behalf of clients accessing the Street-Side Health Project Clinics and other Prevention Point Philadelphia programs. The coordinator remains current on the variety of insurance and health maintenance options for clients and assists clients in accessing public benefits and coordinates client linkage to drug treatments, behavioral health care, specialized medical care and social services.

Health education and skills building interventions with clients are included in the scope of work.

Duties and Responsibilities:

1. Oversees the daily operations of the Street-side Health Project Clinic, including the provision of primary medical care and family planning, the maintenance of inventory, and the maintenance of the physical state of the clinic room and medical van.
2. Responsible for maintaining a steady client/patient flow for clinicians and keeping exam rooms clean and well stocked with educational materials, medications, and clinic supplies. Maintains and updates all patient forms and instruction sheets.
3. Oversees the Medical Assistance Project and MA Social Worker, and coordinates general health counseling, health education, and volunteer coordination and training.
4. Maintains a high standard of harm reduction-centered client services and ensures primary care treatment is provided in accordance to standard medical practices.
5. Conducts initial interviews of clients for general health clinic visits to determine nature and degree of presenting problem/need; provides counseling and information to clients on family planning methods, HIV/AIDS and sexually transmitted diseases; conducts pregnancy testing; conducts HIV counseling and testing as needed.
6. Coordinates client referrals to appropriate outside medical care and follows up with clients and service providers to determine the outcome of the referral.
7. Works with the Director of Programs in the assessment of community education needs, planning and current program goals and objectives. Develops, writes, and maintains informational material for educational purposes and community outreach; conducts workshops and educational sessions for clients, volunteers and other interested parties.
8. Responsible for training, management and evaluation of Street-side Health Project staff.
9. Provides on-going, consistent supervision and evaluation for all program staff, convenes weekly team meetings and individual supervision meetings, and responsible for planning, development and continuous quality improvement for the Street-side Health Project.
10. Responsible for orientation, training and management of Street-side Health Project volunteer doctors and medical students.
11. Identifies and accesses in-service and outside agency training, according to program needs.
12. Maintains the standards and accurate and complete recording and reporting of program activities and documents in accordance with respective deadlines.
13. Reviews, recommends and implements policies and procedures that ensure that participant and provider needs are met in accordance with standards set by PPP and its funders, including audits/surveys, grant renewals, and accreditation standards.
14. Other related duties assigned by supervisor.

Additional Qualifications:
Skills Required:

• Excellent oral communication skills – both one-on-one and for group presentations- with a variety of people of various socio-economic and educational backgrounds.
• Ability to use a harm reduction approach with drug users and sex workers.
• Dynamic, creative, flexible, able to learn and adapt in a changing environment.
• Ability to work independently and as part of a team.
• Excellent written communication and organizational skills.
• Basic computer skills (Windows/Microsoft Office).

Minimum Qualifications:

• At least two years work experience with communities impacted by HIV/AIDS, substance use, poverty, and/or homelessness.
• Valid driver’s license and insurable driving record.
• Bilingual (Spanish) preferred.
• Direct service experience with one-on-one counseling and group facilitation experience.
• Knowledge of Philadelphia social service and medical systems.
• Knowledge of HIV prevention; AACO HIV Counselor certification preferred.
• Demonstrated commitment to advocacy and social justice, particularly as related to harm reduction, HIV/AIDS, poverty, and homelessness.
• Knowledge of Philadelphia social service and medical systems.

Other Requirements:
• This position includes the normal physical demands of a community-based health program, including lifting/moving up to 25 lbs, bending, and carrying. Other physical requirements include sitting for long periods, standing for up to 30 minutes and walking short distances.
• This position requires travel to outreach locations within Philadelphia and the ability to work out-of-doors for up to 2.5 hours.
• This position is exempt from the overtime provisions of the Fair Labor Standards Act.
