Position Description: Site Manager
Reports To: Director of Operations, Campaign for Working Families

Program: The Campaign for Working Families provides expanded income security to low-wage workers in the Philadelphia region by increasing their access to the Earned Income Tax Credit (EITC) and other federal credits, low cost financial services, improved financial planning, and public benefits. During the tax season, the Campaign runs a number of free tax sites throughout Philadelphia that provide free tax assistance.

Purpose of Position: Provide coordination, organization and supervision for all aspects of a Campaign tax site during the tax filing season. The Site Manager is ultimately responsible for the quality and accuracy of all tax returns filed at the site.

Length of Appointment:
$15.00 per hour for 25 hours/week from mid-January to May 1, 2007, and trainings during November and December 2006. Debriefing in May.

Responsibilities:
? CUSTOMER SERVICE
o Create a welcoming atmosphere for tax customers and volunteers; responsible for all aspects of customer service
o Provide respectful and comfortable environment for volunteers and clients
o Offer information on financial programs and products, and public benefits as needed.

? SITE OPERATIONS
o Ensure smooth operations of tax site.
o Attend training sessions for tax preparation for managers to become proficient in the software used at tax site
o Set up tax site at the beginning of the tax season, including designing client flow, physical space (waiting area, location of tax preparers, printer and fax hook-ups, files, etc.)
o Prepare statistical weekly report for the Campaign for Working Families and its partners.
o Maintain accurate and complete paper files for all taxes completed.
o Oversee electronic filing of all tax returns from the site
o Provide all data required by the Campaign including downloaded TaxWise tax files, spread sheets and final reports.
o Liaison between site and Campaign.
o Participate in all conference calls and meetings required by Campaign for Working Families for site Managers, including debriefing at the end of the tax season.
o Transmit tax returns daily.
o Manage rejected returns in a timely manner.
o Manage and provide all administrative duties pertinent to job.

? IRS COMPLIANCE AND QUALITY CONTROL
o Responsible for IRS compliance and request for information
o Responsible fro maintaining quality, accuracy and security of tax files

? SUPERVISION AND RETENTION OF VOLUNTEERS
o Supervise all volunteers providing tax assistance at the site including scheduling, job performance and overseeing and/or providing job training. Focus on volunteer retention and satisfaction to ensure future volunteer availability and high quality tax services
o Other duties as required.

Qualifications:
 Commitment to the mission of the Campaign for Working Families and the individuals and families we serve
 Associate or Bachelor?s degree in related field or previous experience with VITA or computer tax preparation program.
 Organizational and leadership/management skills including previous supervisory experience
 Communication and interview skills
 Basic tax knowledge (Form 1040, 1040A and 1040EZ) desired; training in tax software will be provided
 Ability to work with the public, volunteers, and partners in a helpful and supportive manner
 Computer literacy including Microsoft Office and spreadsheet
 Database experience is a plus.
 Willingness to work in hectic, ever-changing environment with good humor.
 Friendly, dependable and flexible.
