School Funding Campaign Manager, Education Law Center of Pennsylvania

The Pennsylvania Basic Education Funding Campaign seeks a campaign manager that is both a strategic thinker and an operational leader. The manager will lead the day to day operations of the campaign and its government relations, communications, mobilization and research committees and work in partnership with the campaign governing board to set the campaign’s strategic direction. The campaign has secured funding to support this position for two years. This position will be based in Harrisburg, PA.

Primary responsibilities include:

  • Develop a campaign plan built on the preliminary framework currently financed through in-kind support and private philanthropy.
  • Maximize engagement, investment and participation of governing body members including their resources, expertise and lessons learned.
  • Manage core campaign logistics such as governing body and committee meeting scheduling, agenda setting, minutes and material development in partnership with chairs.
  • Monitor, guide and provide appropriate staffing to the campaign plan, including engagement with all committee efforts and across communications, government relations, mobilization and research functions.
  • Recruit and engage organizational, grasstops and grassroots campaign membership.
  • Ensure that the campaign’s agenda and interests are well represented to policymakers.
  • Serve as a media spokesperson for the campaign and manage communications strategy in partnership with the governing body and its communications committee.
  • Manage the campaign’s fundraising efforts in partnership with governing body members. Personal engagement in raising funds is required.
  • Coordinate efforts with other campaign consultants and the fiscal agent.
  • Ensure compliance with financial, grant and government public disclosure reporting.
  • Other duties as assigned by the governing body chair.
  • Ensure strategic and operational alignment across communications, government relations, mobilization and research functions to facilitate overall campaign objectives.

The campaign manager will report directly to the governing body chair. The successful candidate must be a strong, decisive, tolerant and diplomatic person capable of working with diverse interests and personalities. The ideal candidate will have a successful track record working in coalitions; strong knowledge of Pennsylvania history, culture and legislative process; and working familiarity with media relations. Knowledge of Pennsylvania school funding is a plus as is experience with similar campaigns in other states. Strong written and oral communications skills required. Work hours may be irregular. Occasional overnight travel required. Successful candidate will be self-motivated and able to work with little daily guidance.
