Request for Proposals: Pre-K Intermediary
The City intends to enter into a contract with a successful Applicant (an “Intermediary”) to provide program and financial management, including acting as a financial and program intermediary, for the Philadelphia Expanded Pre-Kindergarten program providers.
The goals of this initiative are to:
• Connect three- and four-year-olds (particularly low-income and at-risk) in Philadelphia to quality pre-K;
• Support pre-K programs in their efforts to expand their services to serve more children;
• Facilitate the layering of local, state, federal and philanthropic dollars to maximize availability of quality pre-K that cares for children and families eight hours a day/260 days per year; and
• Ensure community input and engagement in the implementation of the city’s pre-K program.
It is mandatory that all who intend to submit a proposal attend the Pre-Proposal webinar on:
