SPECIAL ANNOUNCEMENT
With the support of Philadelphia Works, Inc. (PWI) and the City of Philadelphiaߣs Office of Children and Families, the Philadelphia Youth Network (PYN) seeks proposals from high-performing youth serving organizations to implement neighborhood-based E3 (Education. Empowerment. Employment) services supporting education, employment and empowerment. In this new procurement, the investment is shifting away from a center-based approach to focusing on the supports and services needed via any number of programmatic approaches.
The purpose of E3 services are to prepare opportunity youth (young people between the ages of 16-24 who are out of school or work) for employment.

Prospective respondents must submit an electronic Notice of Intent to Apply to inform PYN of their intent to submit an application no later than February 7, 2020 at 11:59 p.m. This notification is for planning purposes to assist in securing the necessary number of reviewers. A Bidders” Conference will be held on Monday, January 27 at 9 a.m. at PYN’s office located at 400 Market Street, Suite 200. Attendance is STRONGLY ENCOURAGED. You will be required to include the number of persons attending and the name of your organization. All questions related to the RFP must be submitted via PYNRFP@pyninc.org. Answers will be posted following the Bidders’ Conference and regularly updated on www.pyninc.org/rfp.
Proposals are due Friday, February 28, 2020 by 12:00 p.m. (noon). BOTH electronic AND in person submissions required. Please note that late or incomplete applications will not be accepted.
