City seeks proposals to expand public restrooms, hygiene facilities

The Office of Homeless Services of the City of Philadelphia is seeking proposals for expanding the number of restrooms and hygiene facilities in Philadelphia to better serve both tourists and visitors and the homeless population in the city.

The City seeks to develop a public restroom and hygiene facilities program based on innovative and best practices that is paid for and maintained through revenue generated by the program and is accessible to all residents and visitors. It seeks ideas in order to help the City sort through options and design a program that would provide clean, sanitary, and safe stationary and mobile public restroom and hygiene services in innovative ways that promote activities that enliven public spaces, reduce nuisance and lewd behaviors, support safe neighborhoods, promote active transportation, and promote economic activity.
