Position Description: Prevention Outreach Educator/CTR
Part-Time
Exempt
Reports to: Prevention Coordinator and Associate Director
Qualifications:
A high-school diploma or equivalent; with prime candidate having completed the AACO Regional HIV/AIDS Prevention Network Training and received certification, with two years’ experience in providing HIV/STD risk reduction activities and HIV counseling and testing. Knowledge of conducting outreach (aware of issues of safety and client engagement), in addition to knowledge of community resources and experience in linkage and referral. Capacity to primarily work in the field (licensed driver with access to car and/or ability to use public transportation); and comfort approaching young gay, bisexual, transgender and gender non-conforming youth, and/or young men who have sex with men and/or youth and young adults in general from diverse neighborhoods throughout Philadelphia. Ability to work in the filed year-round, including some nights and weekends. Excellent verbal and written, ability to maintain efficient documentation, and correspondence to identify and coordinate offsite testing opportunities. Familiarity with AACO CTR documenting and reporting protocol (all forms); Insti Rapid testing; proficiency testing; Microsoft word, Excel software, and Evaluation Web.
Basic Function:
Identify, coordinate, and provide offsite Rapid HIV Testing to youth and young adults, with an emphasis on looking for sites where YMSM can be found. Survey youth and research potential sites that will agree to have HIV testing provided by The Attic. Provide testing, complete AACO required forms, and assist in linking youth to medical care and/or other prevention and supportive services. Work as part of The Attic’s prevention team and support in-house testing as a back-up and for special events. Generate monthly reports regarding off-site testing demographics and results, and submit agency forms to AACO.
Responsibilities:
1. Identify potential off-site venues for HIV testing, and compose agreement with site regarding how often testing can be provided.
2. Provide Rapid HIV testing primarily offsite and in-house as necessary
3. Work with Prevention Team at The Attic to survey youth and follow-up about potential sites in neighborhoods where The could test youth and young adults considered to be at high risk.
4. Complete AACO paperwork and follow case reporting protocol and submission of all required forms.
5. Coordinate and oversee the collection and summary of client information, including information needed for identified databases related to a particular funding source; ensuring confidentiality in recording, documenting, and reporting.
6. Generate reports required for identified HIV Prevention reporting and other related reporting connected to contracts related to tracking participants involved in CTR.
7. Consult with other staff and departments to ensure effective communication about assessments of youth’s needs and linkages to individual services onsite as needed.
8. Participate in staff meetings, department meetings and consultations, and supervisory meetings.
9. Participate in staff professional development as necessary and/or required.
10. Uphold Attic’s policies and procedures.
11. Attend and participate in all Attic annual and special events.
12. Other duties as assigned or necessary to avoid interruption of services and/or to maintain agency efficiency in delivery of services.
Essential Duties and Task:
1. Provide efficient CTR
2. Maintain CTR documentation and reporting.
3. Summarize and report research on potential sites, track status of active sites, and document yield of test/positivity rate of each site.
4. Follow agency’s HIV/CTR Protocols; assist Coordinator of HIV Prevention Services with providing HIV Rapid Testing and completing daily activities associated with agency’s testing protocols.
5. Identify and submit request for testing supplies needed for offsite testing, and manage inventory.
6. Assist in evaluating progress and goals related to off-site testing.
7. Assist in decision of when/where to use incentivize testing, and identify what type incentive works best in relation to what site.
8. Promote The Attic’s supportive services and refer youth tested off-site that fit the demographic profile of Attic participants back to The Attic for participation in groups, counseling, case management, etc.
9. Meet at least bi-weekly with your supervisor for a supervisory meeting to review administrative or operational issues, including an update on sites and positivity rate.
10. Attend staff and departmental meetings regularly; report out to communicate and clarify programmatic updates that impact HIV Testing at the agency.
