POSITION DESCRIPTION
Title HIV Counselor – Part-Time (opening date – January 3, 2013)
Location The Gay and Lesbian Latino AIDS Education Initiative – GALAEI

Supervision Program Manager
Function The HIV Counselor works as part of GALAEI’s programming to provide HIV counseling, testing and
referrals (CTR) to high-risk men who have sex with men (MSM) and works closely with clients and community resource organizations to link clients to a variety of health services. The HIV Counselor provides CTR services and outreach related to CTR services during day, evening, late night hours on weekdays and weekends. Expected to perform administrative tasks related to department operations, and data collection and reporting to PEMS.

Major Responsibilities:
• Perform street, club, and internet outreach and CTR during day, evening, late night, and weekends;
• Provide counseling, education, and resources to clients around HIV/AIDS, STDs, and sexual health;
• Perform phlebotomy on clients;
• Complete CTR paperwork including risk assessments, PEMS, client notes;
• Complete routine administrative duties including filing, shredding, collating, stocking, recording results, supply inventory, and other operational needs;
• Assist with answering phones and schedule appointments for HIV prevention services;
• Assist with conducting daily computer data-entry for client demographics and risk;
• Actively participate in weekly supervision, program meetings, clinical supervision, and agency meetings as scheduled;
• Adhere to OSHA guidelines, i.e., infection control, exposure control (blood born pathogens and chemical hazards);
• Protect client and agency information at all times, adhering to agency Confidentiality Policy, Pennsylvania Act 148, and all HIPPA regulations;
• Encourage target population to adopt appropriate safer sex and drug use behaviors;
• Encourage the involvement of clients in other community activities which encourage understanding of HIV prevention, community stability, and affirmative lifestyle choices;
• Arrange and/or provide for interpretation and translation services;
• Prepare condom packets as needed. Keeps an accurate account of all materials used;
• Distribute outreach packets to target population in a caring, sensitive and informative way;
• Engage target population in meaningful and frank discussion of both primary and secondary HIV transmission;
• Assist in program and agency compliance with contracts, policies, regulations, etc.;
• Other duties as assigned.

Qualifications and Skills:
• Counseling skills and peer facilitation skills – ideal candidate will already be certified by AACO in Regional HIV Prevention and CTR;
• Bilingual (English and Spanish) language skills strongly preferred. Reading, writing, and interpretation;
• Sensitive, friendliness, and “people skills” to work with clients including those who are LGBT, substance abusers, low-income individuals, and immigrants/refugees;
• High level of organization required, including ability to work under pressure, dynamic, creativity, and self-motivation;
• Skilled at using computers for research, writing outlines, preparing visual aids, data reporting, and record management;
• Excellent communication, and interpersonal skills;
• Experience in working with volunteers.
