PennServe: The Governor’s Office of Citizen Service
This position is located in the bureau of PennSERVE: The Governor’s Office of Citizen Service in the PA Department of Labor & Industry. PennSERVE is a fast-paced office, charged with administering federal grant funds for two national and community service programs: AmeriCorps and Learn & Serve, Community-based Organizations. PennSERVE also serves a central role in Pennsylvania as an advocate and communication hub to promote community service, service-learning, and volunteerism as a critical means of addressing critical community-based issues. PennSERVE is promoting a unified vision of citizen service, service-learning and volunteerism, engaging Americans of all backgrounds in community-based service to address unmet community needs.
The individual works cooperatively with the Executive Director, the Fiscal Office and other program, fiscal, and training staff for PennSERVE.
The employee’s primary responsibilities include, but are not limited to:
<li> providing direct oversight, monitoring, support, and technical assistance to AmeriCorps and Learn & Serve, Community -based programs and other individuals or entities that are subgrantees of the agency. Support and monitor responsbilities of the program involved: attainment of a thorough, comprehensive knowledge of the requirements, expetations and procedures imposed by the Corporation for National Service; also, developing a rapport with grantess, asessing grantee program strengths and challenges, identifying training and technical assistance needs, working with grantess to continuously improve their programs.
<li> developing, writing, and implementing all grant Requests for Applications (RFA’s), conducting grant review proceses, preparing grant proposals, reading and assessing program reports, preparation of quarterly and annual progressreports and applications;
<li> collaborating in the development of statewide service and volunteerism initiatives;
<li> serve as the direct liaison between PennSERVE and the staff at the Corporation for National Service for all PennSERVE grantees;
<li> development, implementation, and funtional administration of communications and reporting mechanisms with grantees, the Corporation for National Service, and other partnering agencies, including the Department of Education,l the Corporation State Office, etc.;
<li> coordinate trainings/workshops, and other technical assitance required/requested by AmeriCorps and Learn & Serve programs;
<li> preparation of State contracts and amendments.
Qualifications required:
Bachelors Degree or equivalent experience in appropriate field; detail oriented; able to handle multiple projects at once; strong organiational skills; excellent oral and written communication skills. Experience in national service and/or service-learning or post-secondary education helpful.
