Job Title: Program Manager – Bucks County Area
GENERAL SUMMARY
Manages successful implementation of a welfare and workforce services contract assuring that all contractual commitments are met. Ultimately responsible for adherence to federal, state, and local policies as well as Workforce Services policies and procedures. Ultimately responsible for maximization of project funding streams and operating within funding guidelines. Establishes and maintains positive working relationships with the funding source and all workforce partners to optimize funding, customer satisfaction and community relations. Facilitates project accomplishments and ensures that management decisions and contractual goals are understood and supported by staff. Assures that all staff is trained and meet performance standards as outlined by the contract.
ESSENTIAL JOB RESPONSIBILITIES
• Develop and maintain linkages to community resources to further program goals and enhance the success of job-seeking and employer customers.
• Maintain contact with employers to determine satisfaction with services and plan for quality improvement
• Customer Satisfaction/ Develop and maintain a strong working relationship with the funding source.
• Analyze and evaluate program operations and implement actions to meet contract program and fiscal requirements.
• Supervise project staff and ensure that staff meets performance objectives, Manage HR responsibilities.
• Ensure that all open positions are posted in accordance with policy guidelines and exempt positions are posted in the ResCare Employment Opportunities.
• Ensure all employees are given a mid year assessment within 30 days of the mid point of the contract year.
• Evaluate staff performance and ensure that all employees area given an annual evaluation within 30 days of the end of the contract year.
• Monitor staff performance and provide feedback and corrective action as necessary to ensure staff meets objectives.
• Ensure that appropriate documentation is maintained for all corrective actions and is submitted to HR for inclusion in the personnel files.
• Ensures annual training to all employees in Prevention of Sexual Harassment and Compliance. Ensures that annual Employment Eligibility forms are completed by all staff and that all annual documentation is submitted to HR for filing.
• Ensure that all new supervisory staff members are provided supervisory training of at least 9 hours within their first 90 days.
• Evaluate training needs of staff members and provide training opportunities as necessary.
• Work with staff and leadership potential to develop skills needed to move to the next level of authority. Ensure all project employees have a clearly defined training plan including quarterly training activities for each employee with results tracked and proof of training maintained in personnel files.

QUALIFICATIONS/EDUCATION
• Valid Drivers license.
• Related Bachelor’s degree from an accredited university or college strongly preferred.
• Must be able to demonstrate responsibility in dealing with workforce programs using non-traditional delivery methods and a high level of communication skills.
• Minimum of five years professional experience organizing, planning and developing programs and services at a management level plus two years upper level management experience including formal supervisory experience.
• Demonstrated Business, Financial and Human Resource management skills required.
• Must have contract management experience.
• Must have experience in performance driven environment with contractually defined outcomes.
• Fiscal management experience to include developing and managing a budget. Must be able to analyze and review fiscal reports to ensure appropriate spending and conformity to budget.
• Ability to communicate effectively, orally and in writing, in both group and individual settings.
• Ability to delegate, monitor and evaluate complex and technical programs.
• Must possess well developed computer literacy skills.
• Ability to: Communicate effectively, orally and in writing, in both group or individual settings; conduct effective interviews and meetings; lead and work in a team based environment; establish and maintain effective interpersonal relationships with customers,
TRAVEL REQUIREMENTS
• Valid driver’s license and current proof of insurance
WORK ENVIRONMENT AND PHYSICAL DEMANDS
Extensive standing, sitting, computer, phone and deskwork required; work primarily in a defined office environment with specified hours, although flexible hours may be required; interacts one on one and in groups with individuals from a diverse range of backgrounds; availability for occasional out of office meetings, conferences, and other events may be required.
