Purpose of the Position – To be an Effective Advocate for Low Income Housing

? To bring about changes in law and policy at the state and local level that address the needs of low income Pennsylvanians for safe, decent, affordable and accessible housing.

? To coordinate, lead and implement policy activities for the Housing Alliance in all designated substantive housing areas with the General Assembly, the administration, DCED and PHFA.

? To reach out to, educate and organize Housing Alliance members and friends with the goal of advancing the affordable housing agenda at the state level.

? To work cooperatively and productively as part of the team with Housing Alliance staff, consultants, interns and members around campaigns, communication and research.

Qualifications – Policy Expertise, Constructive Communication, Focus and Passion

? Excellent written and verbal communication skills.

? Proven ability to work effectively with a wide range of people to effectively advance an agenda.

? Proven policy analysis, advocacy and organizing experience.

? Affordable housing or other poverty related experience and expertise helpful.

? Able and willing to work in Harrisburg at least 3 days a week.

? Ability to articulate/account own activities and rapid changes in legislative issues with an eye toward press work and strategizing.

? Desire to create consensus, when possible, as part of our strategic mission.

? Bachelor’s degree required, master’s degree preferred.

Duties – Harrisburg Based Housing Policy Advocate

? Monitor housing related legislation, programs, and policy in Harrisburg and alert staff and members about threats and opportunities. Respond and coordinate response as needed.

? Work constructively with administration officials, members and staff of the General Assembly, staff of PHFA and DCED to increase responsiveness and effectiveness of housing programs, policy and funding for low income housing consumers.

? Conduct outreach, education and engagement of Housing Alliance members and friends to advance affordable housing opportunities for low-income consumers.

? Develop and utilize public meetings, the media, written communications and the Internet as needed to advance agenda.

? Work with Housing Alliance staff to set and implement priorities, goals and action plans to advance organizational initiatives.

? Work with policy researcher to maximize efforts; Recruit and work with volunteers, members and interns to expand the reach and effectiveness of the organization.

Reports to Executive Director – Salary based on qualifications and experience

The Housing Alliance of PA is a statewide membership organization dedicated to safe, decent, affordable and accessible housing for all Pennsylvanians, but especially those with low incomes. We conduct constructive, solutions oriented research, education and outreach to influence public policy to help rural, suburban and urban places and people throughout the Commonwealth.
