The Institute for the Study of Civic Values invites you to our second annual PhillyBlocks conference at the Pennsylvania Convention Center on September 14th, 2007. Neighborhood activists, concerned citizens, block captains; representatives from city departments and local businesses among others will convene at PhillyBlocks 2007: The Neighborhood Agenda to tackle the city’s most pressing issues.
