Public discussion on “The Impact of Historic Districts on Low Income Property Owners and Residents”

The Historic Preservation Task Force, convened by Councilwoman Jannie Blackwell, invites all members of the Philadelphia community to take part in an ongoing dialogue about “Inclusion and the Historic District Designation” process. The second in a four part series, the October 25th forum will address the impact of historic districts on low-income property owners and residents. Preservation professionals and Philadelphia Historic Commission officials will be available to answer questions and present information on:
* The responsibility of property owners in historic districts.
* The financial implications of meeting requirements, and what sort of financing is available to make improvements.
* The impact on the affordability of housing or spaces in affected areas.
The Task Force, which is charged with counseling City Council on the practice of historic district creation and designation, is both investigating how other cities address these issues and seeking public input before it begins drafting its recommendations. This process will continue with two additional public forums before the Task Force brings its suggestions to Philadelphia’s City Council.
