In March of 2004, the School District of Philadelphia held the first groundbreaking of its $1.5 billion Capital Improvement Plan, one of the largest public works project in the recent history of Philadelphia. The Capital Plan will significantly change the physical plant of the entire School District of Philadelphia including repairs to existing buildings and replacing old high schools with sophisticated facilities. It will also reduce the number of middle schools, expand school choice, alleviate overcrowding and create safe learning environments for the District’s 200,000 students.
