Highways and Transit: Leveling the Playing Field in Federal Transportation Policy, a report brief by Edward Beimborn and Robert Puentes, published by the Brookings Institution, compares how highway and transit programs are treated by federal legislation and policy, and how an unlevel playing field distorts good local planning, management, and decision making. Despite a number of reforms in the past decade, federal rules remain stacked against transit, and funding highway projects is far easier. The authors suggest reforms to create a balance between highways and transit as Congress debates reauthorization of federal transportation laws.
