National Council for the Social Studies Defines “Effective Citizens”
The National Council for the Social Studies has published a position statement on educating effective citizens, declaring that students should have opportunities to apply civic knowledge to solve real problems in their schools. The organization defines an effective citizen as “one who has the knowledge, skills, and attitudes required to assume the office of citizen in our democratic republic.” To read this and other position statements of the National Council for the Social Studies, visit
