Narrowing the Gap: Strategies to alleviate and prevent poverty in Philadelphia

Last month, Philadelphia City Council released a new report, Narrowing the Gap: Strategies to alleviate and prevent poverty in Philadelphia, and introduced several housing-related bills recommended in the report including: requiring that public property transferred or sold for multifamily development contain 33% affordable units; a bill that gives private landlords a BIRT credit for rents collected on affordable units; a “Fair Chance Housing” bill that would prohibit housing discrimination for certain criminal histories; and a bill that would create a low-income tenant legal defense fund.
