The Federal Reserve Bank of Philadelphia is one of the 12 regional Reserve Banks that, together with the Board of Governors in Washington, D.C., make up the Federal Reserve System. It helps formulate and implement monetary policy, supervises banks and bank and savings and loan holding companies, and provides financial services to depository institutions and the federal government. The Federal Reserve Bank of Philadelphia serves eastern and central Pennsylvania, southern New Jersey, and Delaware.

Job Summary

This position manages staff, resources, processes, and projects related to the Bank’s creative services, including visual identity, digital user experience, and corporate publications. The manager functions as the creative director and drives creative strategy, provides direction and sets standards for design, branding, and visual style in the Bank’s digital and print media. This role also supervises the team responsible for graphic and interactive design and production and related processes, and works closely with content providers, web developers, writers, editors, designers, project managers, IT staff, and other Federal Reserve System staff to ensure compelling visual and graphic interpretation of the Bank’s brand and content.

Principal Duties And Responsibilities

Creative Direction
Leads the ideation and delivery of new design concepts for all digital channels (web, mobile, social media, email marketing) to achieve the Bank’s objectives.

Present proposed solutions and their rationale to staff at all levels and in all lines of work. Solicit feedback from stakeholders, and translate into actionable direction for designers.

Defines and manages protocols for gathering and analyzing business and user requirements as necessary to deliver effective creative solutions.

Develops and maintains a cohesive Style Guide for digital media across the Bank’s internal and external digital properties.

Oversees design for web pages, supporting images, and other visual content, ensuring a user-centric design perspective.

Incorporates user-interface (UI) and user-experience (UX) best-practices into design and production, including where appropriate usability testing and other user research programs to inform user-centric design.

Leads design and wireframe reviews and prototyping processes, proposing design solutions to increase engagement, and as appropriate, conversion.

Ensure utilization of industry best practices for web and print within the standards and parameters of the brand to ensure deliverables represent project goals and brand positioning.

Apply disciplined messaging hierarchy and prioritization within Creative Services to drive targeted behavior to achieve business objectives.

Manage and mentor a small team in traditional graphic design and interactive/digital design: delegating, providing feedback and guidance, and ensuring high quality on-time delivery while acting as the creative director across all work.

Ensure the work of internal team members and external agencies adhere to brand guidelines and design best practices and support achievement of the Bank’s objectives.

Works as part of a team to identify and evaluate the business requirements and user needs implicit in digital content projects. Coordinates and conducts user interviews, usability tests, and focus groups as needed to validate assumptions and qualify impact.

Assesses new digital communications technologies and their impact on visual content strategy and delivery; offers recommendations, and works with internal and external experts to provide effective traditional and digital creative services across the Bank.

Participates in Federal Reserve System workgroups as a subject matter expert, advisor, or workgroup leader.

Acts as change agent and expert voice in the continuing transition from traditional print design to digital-first approach.

Leads coordination of third-party services and external vendors to supplement internal capacity and existing expertise.

Administrative

Supervises and directs the members of the Creative Services team, including interns. Establishes project schedules and sets team objectives.

Supports the growth and professional development of team members through individual development plans, training opportunities, and ongoing coaching and mentoring.

Liaises with other Department managers to prioritize work and refine deliverables.

Exercises usual authority over staff and is responsible for hiring, discipline, attendance, performance appraisals, and salary administration.

Performs other related duties as assigned.
