JOB DESCRIPTION
Liaison to Community Based Organizations (CBO Liaison)

I.    EMPLOYMENT
The CBO Program Liaison is directly responsible to the Program Director

II.    EDUCATIONAL QUALIFICATIONS
Individual must have a Master degree or BA degree with related experience

III     OTHER QUALIFIACTIONS
A.  Familiarity with non-profit organizations, strategic planning, organizational development
B.  Ability to work collaboratively with program staff
C. Comfort and skill in working with a diverse population.
D. Good Public speaking skills
E. Skills to provide technical assistance coaching to management/ staff of minority CBOs
F. Ability to speak Spanish fluently and to relate effectively to Latino organizations

IV    RESPONSIBILITIES
Serve as the primary liaison between Family Services ARRA program  and CBOs in Montgomery County so that CBOs are able to increase their organizational capacity to serve economically impacted populations

A. Develop good working relationships with CBO managers and staff
B. Provide technical assistance coaching to management and staff of minority serving CBOs
C. Facilitate meetings and workshops
D. Administer, score and interpret Organizational Capacity Assessment Instruments
E. Assist in Developing Curriculum for Capacity Development Workshops
F. Develop innovative approaches to interest CBOs in FSMC’s Capacity Building program
G. Work closely with consultants involved with FSMC’s Capacity Building program
H. Collect and interpret data for inclusion in needed reports
I. Keep Program Director informed of Program issues/challenges/success
J.  Other duties as assigned.

V.   EVALUATION
The ARRA Program Director will prepare the performance evaluation of the Community Based Organization Liaison
