Position Summary:
Responsible for development, implementation, and coordination of all Human Resources policies and programs, including, but not limited to, functional implementation for employment, employee and labor relations, compensation and benefits, and leadership development programs.
Essential Functions:
- Assists and advises, and helps lead CEO and Executive Staff, managers and supervisors in the application of Human Resources functional work supportive to business targets and outcomes.
- Assists in conformance with, and necessary creation/revision to, policy and procedure; delivers relevant data reporting for HR and Business metrics.
- Provides Executive counsel to CEO and colleagues on full spectrum of Human Resources programs, practices and procedures, including employee relations and development, and organizational development.
Other Duties:
- Participates in strategic, as well as operating budget development and implementation.
- Responsible for effective implementation of all Human Resource programs, across all functional competencies: employment, employee relations, labor relations, benefits, compensation, safety, training and HR administration. Provides necessary education and reports.
- Counsels all levels of management on all matters regarding Collective Bargaining Agreement.
- Serves as primary Labor Relations manager and contact to union issues and actions, including all Collective
- Bargaining issues and grievance resolutions. Key member of CBA negotiations team.
- Represents VNAP in meetings and assists the President/CEO in maintaining good public relations through contact within the community.
- Ensures compliance with legal requirements and government reporting regulations affecting Human Resource functions including the maintenance of employee files. Serve as EEO Coordinator.
- Integrates visits to departments to improve employee relations and HR integration with operations.
- Leads all employee-centered communication regarding HR-centered content.
- Assists in the identification of training needs and in the development of appropriate resources and programs to meet needs.
- Performs other project work involving writing, research and/or creative skills as assigned.
- Acts as coordinator and/or liaison person for various special programs.
- Develops and implements HR Policies and Procedures.
- Performs other related duties as assigned
