Housing Director, Consumer Credit Counseling Service of Delaware Valley

Salary: $65,000 – $78,000

Position Summary: The Housing Director is responsible for the strategic direction, planning, implementation, tracking, evaluation, reporting and revenue management of all housing related counseling programs and activities.

Qualifications: This position requires an individual with 5 to 7 years previous housing counseling experience in a management role. Experience managing teams of 20 or more is a plus. Experience and in-depth knowledge of loss mitigation practices and mortgage regulation along with an understanding of current federal and state housing programs is a key factor in the selection of this candidate. Project management and organizational skills with the ability to manage multiple projects are required. Proficiency in budgeting and financial planning, strong presentation skills as well as strong oral and written communication skills are required. Excellent computer skills including proficiency in Microsoft Office Suite, the internet and software applications are required. The candidate must also be willing to work a flexible schedule to represent the agency at local, regional and national housing meetings and events. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Candidate with college degree is preferred.

Housing Programs Management
• Develop, lead and implement housing counseling programs in line with funding allocations and within CCCSDV mission and vision
• Oversee the monitoring and measurement of housing counseling workloads to ensure sufficient staff for demand; make necessary staffing recommendations when indicated
• Coordination and scheduling of counseling staff to maximize efficiencies and number of clients served.
• Identify and opportunities to streamline and automate processes to improve efficiencies and reduce cost; direct system enhancement process
• Analyze monthly housing reports to identify and respond to trends
• Inform management and the Board on housing trends and challenges
• Develop and implement the CCCSDV strategic plan in conjunction with the management team, the President and Board of Directors

Personnel Management
• Perform and/or facilitate personnel management functions in accordance with CCCSDV policies and procedures, including, but not limited to performance management, certification and training, supervision and hiring/termination.
• Develop and coach direct reports to accomplish individual goals

Program Quality Management
• Direct counselor observations and file review process of housing appointments to ensure accuracy and program and applicable regulatory compliance
• Coordinate with Program Quality Director to review and analyze housing client surveys; recommend program changes as indicated to further client satisfaction and improve overall agency program quality
Program Funding and Marketing
• Develop annual operating budget for all housing programs
• Collaborate with Controller to analyze multiple housing program funding sources on a continual basis to maximize allocations
• Oversee the preparation, submission and follow through on all housing related invoicing
• Manage the grant writing process for all housing grants
• Assist the Director of Marketing to develop plans to support housing counseling programs including the development, promotion and participation in housing related media events
• Partner with Sr. VP, Strategy, Funding & Community Affairs to identify and pursue alternate funding sources for housing counseling programs to meet the demand for services within the region

Community Outreach
• Coordinate with Outreach staff on housing projects requiring counseling staff
• Manage and strengthen collaborative relationships with other area non profits, social service agencies, governmental agencies, financial institutions, employers and other partners in order to develop sources of referrals and program opportunities with their clients that can benefit from our services
• Participate with national organizations including the NFCC in national housing counseling efforts and promotional service events
• Represent CCCSDV on panels and committees relating to housing programs

Professional Skills:
• Attain and maintain NFCC counseling certifications
• Remain proficient and constantly updated on agency and industry-related matters
• Compose correspondence and presentations with proper spelling, grammar and articulation.
• Communicate accurately and clearly to internal employees and external partners
• Maintain regular and predictable attendance
• Work a flexible schedule and non-traditional working hours when required to meet business need
• Perform special projects and/or assignments as directed by the COO and senior management team.

Travel:
Position is based in the Philadelphia office and requires travel to branch offices. Some regional and long distance travel is required to attend housing meetings and functions.
