The chief responsibility for the HIV Prevention Services Data Specialist is to manage the HIV Prevention services data collected in support of the Philadelphia Enhanced Comprehensive HIV Prevention Plan (ECHPP). The HIV Prevention Services Data Coordinator will work with PDPH and provider agency staff to ensure that data are collected at provider agency sites, reported in a timely manner to PDPH and analyzed and reported to meet the needs of management of the Philadelphia ECHPP. The HIV Prevention Services Data Coordinator will also assist in developing and implementing performance improvement processes, overall data processing and provide other support as needed. The position is located in the Information Services Unit of the AIDS Activities Coordinating Office of the City of Philadelphia’s Department of Public Health and reports to the HIV Prevention Evaluation.
RESPONSIBILITIES:
Manages the HIV prevention services data related to ECHPP objectives reported to PDPH/AACO.
Responsible for extraction of data for analysis and preparation of reports for management and submission to the CDC.
Responsible for PEMS and other standard reports to providers as well as the reporting process.
Provide training for staff members and providers when new procedures are implemented or old procedures revised.
Institute methods of monitoring information received in regard to timeliness, completeness and accuracy.
Communicates data quality issues with providers for resolution.
Perform basic data analysis of data using MS Access, Excel and SPSS.
Participation in formal and/or informal presentation of findings.
Provides technical assistance and training to contracted provider agency staff on research, evaluation and information systems activities.
Designs and maintains summary reports for staff use or for other reporting purposes.
Performs chart reviews at provider agency sites and other data quality activities.
Provides technical assistance and training on PEMS and other data systems in use.
Develops and maintains database of prevention goals and actual services provided.
Performs related work as required.
SKILLS:
Expertise in SPSS, MS Access, Excel, Word, and PowerPoint to analyze data and present reports.
Present ideas effectively, both orally and in writing.
Ability to learn new computer software and applications.
Balance work between multiple projects and use good organizational skills.
Strong organizational skills.
Ability to work with people of diverse backgrounds.
EXPERIENCE:
Experience with PEMS and RW CAREWare desired but not required.
Minimum two years experience in data extraction and analysis utilizing SPSS, and MS Excel.
Minimum one year training experience on the use of computer software.
Demonstrated ability to work independently as well as part of a team.
EDUCATION REQUIREMENT:
BA/BS minimum required.
