Health Program Manager, Department of Behavioral Health and Intellectual Disability Services

General Definition
This is public health administrative work at the second supervisory level, directing the planning, development, coordination, monitoring and evaluation of program services in the area of specialization. Employees in this class prepare program policy and service standards used in the monitoring of management and financial practices, and the evaluation of the delivery of services provided directly by the City or through a consortium of contracted agencies. Significant aspects of the work include frequent contact with other program administrators, managers, specialists, and representatives of contracted and governmental agencies to coordinate program goals and procedures, resolve funding and programmatic issues, and ensure delivery of the appropriate health services, and the supervision of a subordinate administrative, technical, and clerical staff. Work is performed under the direction of an administrative superior.
Minimum Training, Education & Experience
The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Candidates must meet requirements within 30 days after the last date for filing applications.
BEHAVIORAL HEALTH & INTELLECTUAL DISABILITY SERVICES SPECIALTY
Option 1
EDUCATION : Completion of a master’s degree program at an accredited college or university with major coursework in the social or behavioral sciences, education, human development, human services, nursing administration, public health, public administration, or business administration.
AND
GENERAL EXPERIENCE : Two years of analyst experience in a public health, social service, or a related agency or program which has included responsibility for:
program planning, development, implementation, OR
providing acute crisis services
AND
SPECIFIC EXPERIENCE : Two years of supervisory experience which has included:
supervising analysts engaged in developing, monitoring, and evaluating behavioral health, developmental or intellectual disability program services, OR
supervising behavioral health intervention crisis programs or teams
OR
Four years of experience supervising the activities of social workers providing counseling, referral and placement services to clients in the City’s behavioral health, developmental or intellectual disability services programs.
Option 2
EDUCATION : Completion of a bachelor’s degree at an accredited college or university in business administration, accounting, finance, or related field.
AND
GENERAL EXPERIENCE : Three years of experience as an analyst in a public health, social service, or a related agency or program which has included one year of experience monitoring the cross-systems fiscal and programmatic data of contracted provider agencies.
AND
SPECIFIC EXPERIENCE : Three years of experience supervising analysts engaged in developing, monitoring, and evaluating behavioral health, developmental or intellectual disability program services provided by contracted agencies.
NOTE : A Master’s degree in business administration, accounting, finance or related field may substitute for one year of the required experience.

Health Program Analysis Supervisor (5F73) for all specialties
Health Services Social Work Supervisor (5A63) for the Behavioral Health & Intellectual Disability Services Specialty only
NOTE : Selective Factor Certification may be utilized, as needed, to fill specific positions. In accordance with Civil Service Regulation 11.032 – Selective Factor Certification – the appointing authority may request certification of eligible candidates with the specified education, training and/or experience to fill specific positions in this class. Certification to fill such position will be made from the two highest ranking eligible candidates on the eligible list who possess the specified qualification.
