In this position you will be responsible for the following duties:
Administer and execute the contracting process, including budget monitoring and compliance to meet the needs of a specialized client base. Prepare, review and monitor budgets and contracts for accuracy and adherence to federal as well as PWDC funding guidelines and policies. Research, analyze and resolve contracting/invoicing issues in coordination with subcontractors and internal departments such as the grant issuing department, Finance, and Case Management/ Monitoring. Monitor training programs including but not limited to contractual performance, invoicing issues, contractual compliance, program activities, and financial management. Resolve or guide resolution of any issue or concern regarding monitoring issues. Reconcile financial supporting documentation to the figures reported on the actual invoice. Address any discrepancies with subcontractor of PWDC staff to resolve invoices that are unable to be paid. Perform manual and computerized processing of accounts payable invoices. Analyze proposals to determine feasibility, cost effectiveness, consistency with RFP guidelines and compatibility to target population. Communicate effectively with all PWDC departments, external organizations and government agencies to respond to inquiries and resolve or refer matters related to the efficient service of operations.
Bachelor’s degree from an accredited college or university in Finance, Business Administration, or related field of study with minimum of 2 years experience in an employment and training organization, fiscal/budget preparation and or contract negotiations. Must be able to provide technical interpretation to ensure contract compliance. Must have a strong math aptitude and be able to apply critical thinking skills.
