Federal Shutdown & PA Budget Impasse
Posted by PA Association of Nonprofit Organizations (PANO) on October 14, 2025
On October 1, the federal government shut down after congressional leaders and the White House failed to reach an agreement on spending. At this time, there is no indication that a compromise is near. The House remains in recess until next week, and the Senate plans to return this weekend for votes on short-term measures.
The federal shutdown, happening alongside Pennsylvania’s state budget impasse, could be especially devastating for nonprofits across the Commonwealth and the people they serve. Pennsylvanians are already suffering – the number of children, seniors, job seekers, and others impacted will dramatically increase by the end of this month. PANO’s Executive Director, Anne Gingerich, participated alongside several other agencies in a press conference at our capitol on October 2, to tell the story of the effects of the state budget impasse on those we’ve heard from via this survey.
