The Executive Director is responsible for the advancement and general operation of the PA State Alliance which serves to: positively impact public policy; ensure elected federal, state and local leaders are knowledgeable about the Y’s mission and cause; foster statewide communication, cooperation and consensus on issues important to PA Ys; secure necessary resources; and be recognized as the principle advocate for PA YMCAs focused on youth development, healthy living and social responsibility.

The PA State Alliance of YMCA’s Executive Committee (governing body) is looking for an Executive Director (ED) who will be responsible for supporting and implementing the strategies and goals of the alliance which capitalizes on the YMCA’s purpose, values, and position as one of the nation’s largest non-profit organization serving youth and families. The Executive Director will also have a primary responsibility to advocate, on behalf of the 74 corporate Ys and its 94 branches serving hundreds of communities across the Commonwealth, to state elected officials, related commissions, agencies, and governmental departments.

This is an exceptional opportunity for a highly motivated and cause-drived professional to work closely with the PA Alliance of YMCA’s Executive Committee. This individual will be responsible for: building the strength and effectiveness of the YMCA Caucus; fostering relationships with elected officials and collaborations with like-minded organizations and agencies; and educating local Y staff and volunteers to be effective advocates.

The ideal candidate will also be responsible for: day-to-day operations of the Alliance including working with various committees, overseeing the budget and securing funding sources and other financial opportunities to support statewide initiatives; coordination of events, including the annual PA Advocacy Days, and state-wide initiatives, such as the 7th Grade Membership Initiative.

KEY DELIVERABLES:

Advocacy: Act as the principal advocate for the Alliance. Represent the YMCA in state legislative and agency meetings. Develop a legislative agenda in harmony with the YMCA mission. Utilize and develop the grassroots strength of the YMCAs in Pennsylvania. Work with legal counsel and other specialists as necessary.

Caucus: Work closely with the YMCA Caucus leadership to grow the number of members, establish its presence among the legislators and strengthen its effectiveness on issues critical to the YMCA.

Strategic Direction: Create and update a strategy to achieve priority issues as developed by the Alliance Executive Committee. Develop strategic alliances and coalitions with like-minded organizations.

Statewide Initiatives: Develop and coordinate initiatives such as the 7th Grade Membership initiative.

Education: Consistently communicate with and visit member YMCAs; conduct regional education and awareness events; interact with the YMCA of the USA on public policy and State Alliance issues. Maintain the Alliance webpage.

Operations: Manage the day to day operations of the Alliance including managing the legislative, regulatory and public affairs work of the Alliance under the direction of the Alliance Executive Committee. Work with Alliance Committees and Task Forces as necessary.

Provide Strong Fiscal Leadership: Important fiscal goals include supervising and maintaining the Alliance’s operating budget; developing specialized campaigns and creative revenue streams – including securing grants to support statewide initiatives. Work with the Alliance Executive Committee to secure funding from all PA YMCAs in support of the Alliance.

Relationships: Build relationships with legislators, especially members of the YMCA Caucus and other elected officials that have a YMCA in their voting district. Develop relationships with state commissions and governmental departments which align with the purpose and focus of the YMCA.

Watchdog: Provide leadership in monitoring state legislation and regulations that may have positive / adverse affect on PA YMCAs and communicate issues effectively. Areas of particular interest, but not limited to, include: taxation, nonprofit issues, child care licensing and reimbursement, health and wellness, and youth development.
