Management Services and Special Initiatives

JOB DESCRIPTION:
The Engagement Coordinator is responsible for the STARS recruitment, enrollment, engagement and community outreach strategy and activities of the SERK. S/he provides supervision to a team of one Recruitment Specialist and one Engagement Specialist. This position works closely with the Special Projects Coordinator in supporting the PA Key, OCDEL, and its partners in executing its vision for Race to the Top (RTT) Early Learning Challenge and in meeting the requirements of the federal Child Care Development Block Grant (CCDBG) reauthorization. This position reports to and is supervised by the PD/TA Manager. The position is full-time, 100% FTE. The position operates from PHMC’s main offices at 1500 Market Street, Philadelphia, PA though this position requires travel throughout Delaware, Philadelphia, and Montgomery counties as well as frequent travel to Harrisburg, PA and other statewide locations.

RESPONSIBILITIES:
• Create and implement region-wide recruitment and enrollment strategy to increase provider participation in the Keystone STARS Quality Improvement initiative in accordance with Regional Key annual enrollment goals defined by OCDEL.
• Use PELICAN reports and other data sets to assess trends in enrollment and participation in Keystone STARS. Use this information to inform recruitment and enrollment strategies and to evaluate their success.
• Liaise with regional DHS, CCIS and other licensing bodies to implement enrollment and engagement strategies. Maintain regular meeting schedule to ensure flow of communication.
• Collaborate with SERK/PHMC Communications staff on the development of promotional materials to be used by SERK staff in recruitment and enrollment of programs to Keystone STARS.
• Coordinate County Provider network meetings on behalf of the SERK in Philadelphia, Montgomery and Delaware Counties. Liaise with the STARS Management team and SERK Management teams to develop meeting content, to facilitate meetings and to generate participation from providers and community stakeholders.
• Liaise with SERK Special Projects Coordinator to plan and implement SERK’s strategy for recruitment of special provider types including providers in high risk hard to reach communities as outlined by Race to the Top Goals (RTT). Coordinate efforts within SERK to ensure that all departments are knowledgeable, informed and engaged in RTT goals.
• Liaise with SERK Special Projects Coordinator to plan and implement SERK’s strategy for supporting DHS and CCIS partners in meeting the requirements of the CCDBG reauthorization.
• Participate in statewide meetings and workgroups to create regional strategies to meet Race to the Top deliverables, including: recruitment and enrollment of non-DHS certified childcare programs; and engagement of at-risk communities in high quality care.
• Coordinate the implementation of the peer mentoring initiatives in accordance with OCDEL guidelines and Regional Key move in and move up goals.
• Create and implement region wide engagement strategy to increase provider access of resources within the Keystone STARS system that lead to compliance with DHS regulations and move up within the STARS systems. This strategy should include, but is not limited to attending DHS Orientation meetings, developing DHS compliance resources, planning DHS compliance events in collaboration with Certification staff, implementing peer mentoring initiatives, and planning PREP business practice cohorts.
• Oversee LEARN kindergarten transition and community outreach efforts in the Southeast Region, working in collaboration with LEARN partners , ECE stakeholders and the PA Key to ensure that providers, consumers, businesses, and policy makers in the region are familiar with Keystone STARS and the regional quality benchmarks.
• Participate in statewide systems-building activities related to Mentoring, Race to the Top, LEARN and other STARS supports.
• Attend community meetings, conferences, and workshops to present information when needed.
• Develop tracking tools to measure impact of team efforts. Document progress in OCDEL reports.
• Assist in responding to OCDEL on the quarterly reporting of the Performance Rating Instrument (PRI) and the annual Monitoring Report.
• Participate on SERK Management Team and in Management Team meetings
• Supervise and support team of Engagement Specialists in their work.
• Schedule and document Engagement Team Meetings.
• Support PD team in planning and implementing PD conferences and special events.
• Perform other duties as assigned.

EXPERIENCE:
 Knowledge of Early Childhood Systems.
 Previous supervisory experience and demonstrated leadership ability.
 Three to five years of related experience, including experience in Community Engagement and Outreach
 Experience with Keystone STARS a Plus.

EDUCATION REQUIREMENT:
 Bachelor’s Degree required
 Master’s Degree preferred.
 PQAS Certified Instructor or Specialty Discipline Instructor (PD and TA) or the ability to become certified within 90 days of hiring.
