Empowering the “Forgotten Ones” Through Systems Change

Cultural competence is not a new concern in disability services. For at least 30 years, individuals and organizations have been urged to address service and outcome disparities and to develop greater sensitivity to the needs and potential of members of diverse communities. Little attention, however, had been paid to the organizational and system supports necessary to achieve this critical goal. In 2009, the PA Developmental Disabilities Council commissioned a special study to examine this question.
Through the use of agency and participant surveys, focus groups, one-on-one interviews, and a comprehensive review of the literature on cultural competence, the project research team produced a report and set of recommendations which will be released at the conference. All conference attendees will receive a free copy of this path-breaking, 91-page report.
