Background Information
The Lansdowne-Yeadon Elm Street Program is a multi-municipal community development program operating in a designated residential neighborhood situated in southeastern Delaware County (2 miles west of Philadelphia). Funding for the program is provided through a grant from the PA Department of Community and Economic Development (DCED), with significant contributions from Lansdowne and Yeadon Boroughs. Now in its 3rd year, this 5-year program follows the direction of a multi-municipal plan, developed by the Boroughs, neighborhood residents and local non-profit organizations.
The Elm Street Manager will serve as the chief administrator of the Lansdowne-Yeadon Elm Street Program. The Manager will report to the Executive Director of the Lansdowne Economic Development Corporation (LEDC). The LEDC Board and a Neighborhood Advisory Committee (NAC) will provide oversight and support to the Elm Street Manager. Office hours will be non-traditional and will require occasional evening and weekend work. Bi-Monthly travel to Harrisburg for DCED trainings and meetings is required.
The Elm Street Manager will have the following responsibilities:
· Work with the LEDC, Yeadon Borough Council, Lansdowne Borough Council and committees of neighborhood residents to implement the Elm Street Plan.
· Manage administration of the Elm Street Program, including budget preparation and record keeping; preparing all reports required by PA’s Department of Community and Economic Development
· Educate and organize neighborhood residents, community organizations and property owners. This includes volunteer management – cultivating and working with volunteers to help implement the vision and strategies established in the Elm Street Plan.
· Prepare and execute work plans for several neighborhood committees
· Work closely with neighborhood committees to implement residential façade improvement projects in the neighborhood.
· Coordinate neighborhood projects and events such as tree plantings, rain barrel installations, clean up days and youth activities
· Assist in executing weekly summer Farmers Market
· Maintain strong and productive working relationships with appropriate public agencies at the state and local levels.
· Develop and maintain systems to benchmark progress of the Elm Street Program and to track appropriate data such as neighborhood surveys, property values, other real estate statistics and other relevant data.
Desired Qualifications
· Strong leadership, planning, organizational, and entrepreneurial abilities, including those that facilitate building effective teams and strong relationships.
· Understanding of the key issues involved in neighborhood and community development
· A strong sense of community commitment and a desire to make a positive change at the neighborhood level
· Excellent written and oral communication skills, as well as competence with basic computer applications such as Microsoft Word and Excel
· The ability draft and follow work plans and to work independently with minimal supervision
· A bachelors degree is required, and previous work with community redevelopment and neighborhood improvement projects is a plus
Other information
· At this time the Lansdowne Yeadon Elm Street program has committed funding until the Fall of 2014. Extension of the program into 2015 is contingent on success of the program
· Salary is $35,000 – $40,000 (commensurate with experience) and includes health benefits.
