The major responsibilities of the DHS Education Liaison are to lead and support the removal of education barriers for children in DHS care; identify educational support resources to meet the specific educational needs of children in DHS care; collaborate and communicate with child welfare and school staff on a regular basis on behalf of the educational needs of children in DHS care; and educate and train child welfare and school professionals on the needs of children and youth in out of home placement or otherwise actively involved with DHS. The Education Liaison directly reports to the Education Support Center Supervisor. This is a one-year, grant-funded position.

RESPONSIBILITIES:
• Provide individual consultation, technical assistance, and training to DHS, provider, school district staff, and resource families in order to remove educational barriers for children and youth in out of home placement and facilitate the effective navigation of schools and the education system
• Track Early Warning Indicators (EWI) for children in DHS care attending school K – 12 and utilize educational data to plan and consult with DHS and provider workers, school counselors, and other stakeholders
• Convene and coordinate meetings and conference calls with and assist DHS and provider agency case workers and school support staff in the removal of educational barriers and the development of appropriate action plans to support and solve educational issues for children and youth in DHS care
• Support special education planning for children in DHS care who are eligible for or receiving special education services
• Support early intervention and early childhood program linkage with School District of Philadelphia and other system partners for children under 5 in DHS care
• Coordinate with the School District’s Re-engagement Center to address credit recovery issues and diploma attainment for out of school youth in DHS care; with School District’s RETI WRAP program and school counselors to address credit recovery issues and diploma attainment for youth returning to school from delinquent placement or services; and with the School District’s Family Support Center to identify educational settings for children and youth in DHS care returning to Philadelphia from other counties
• Coordinate with the Achieving Independence Center, school counselors, and DHS and provider agency workers to ensure post-secondary planning, post-secondary program enrollment, and/or employment attainment for high school youth in DHS care
• Convene and coordinate with and assist Probation and DHS delinquency provider workers and school counselors to address and remove educational barriers for children and youth returning from delinquent placement and/or receiving delinquent services
• Provide technical assistance and training to Probation, DHS, DHS provider agency, and school district staff on the educational needs of children and youth in THE DELINQUENCY SYSTEM
• Research and identify resources and tools for child welfare workers that can support the educational needs of children and youth in DHS care
• Enter data into, maintain, and manage Education Support Center database to track all consultations, activities, and resolutions on behalf of removing educational barriers for children and youth in DHS care
• Attend internal, external, and cross-systems meetings that address the educational needs of children and youth in DHS care
• Perform other duties assigned by direct supervisor related to advancing the goal of the Education Support Center as assigned

SKILLS:
• Strong writing skills; writing sample will be requested prior to interview
• Strong oral communication skills
• Teaching and/or training, seminar, or work shop delivery experience
• Ability to effectively manage multiple projects and responsibilities
• Ability to work in a team

EXPERIENCE:
• 5 years of experience in education, child welfare, social work, juvenile justice, or related field
• Significant local and state-wide (nearby PA counties) travel required

EDUCATION REQUIREMENT:
Bachelor’s Degree in education, social work, school counseling, or related field
