Job Description:
The primary function will be to manage the data entry needs of approximately 300 TANF participants involved in the Department of Public Welfare (DPW) funded Employment, Advancement and Retention Network (EARN).Will also perform follow-up file management and the final file document review in accordance with federal, state and local guidelines. Validation of performance measures will be a key function.

Performs required duties to meet departmental and program performance objectives necessary to impact the daily operations of the department’s achievement of imposed performance outcomes and compliance requirements.Is willing to participate in a team environment, cross-trained to work toward continuous improvement of services and client satisfaction.Any and all additional responsibilities may be required at the request of the Department Management Team.

File Management

  • Maintain Cumulative and Cohort reports that include Enrollment, activities, employment, terminations and performance standard progress and will reconcile with Commonwealth Workforce Development System (CWDS) information at least twice per month
  • Utilize CWDS to enter enrollments, activities, attendance and employment information
  • Update case notes when necessary and monitor case manager entry of case notes and provide reports to ensure case notes are being entered, at minimum, in accordance with established standards
  • Notify case managers when obtainment and documentation of participation is needed via Zero/Null/Low hour’s reports
  • Verify all program documentations of time and attendance and services are in case notes, file, Time Tracker, Cohort Report and CWDS

Follow-up Performance Management

  • Communicate through, mail, email, phone, or in-person for the duration of enrollment through retention completion to maintain participant motivation and compliance
  • Work collaboratively with case managers to ensure outcomes are achieved and proper documentation is obtained and processed correctly

Final Document Review

  • Has a thorough understanding of DPW regulations, rules, and established performance standards in order to provide useful and accurate assistance
  • Performs the Final Document Review to assure that all documents and CWDS entries match and are in accordance with program guidelines
  • Compiles statistical data for compliance reporting and program monitoring

Research

  • Provide research and support for critical team decisions
  • Create participant lists to support teams in focusing their efforts and follow up to ensure tasks were completed
  • Ensure data entered on the required system(s) is current and accurate
  • Work with staff to ensure customer flow, service delivery and data management are efficient and effective
