DESCRIPTION:
Based in the Oxford Circle neighborhood of Philadelphia, PA, the Oxford Circle Christian Community Development Association (OCCCDA) is seeking an Early Childhood Literacy Consultant. The mission of OCCCDA is “to extend healing and hope in the Oxford Circle community, believing that God’s purpose of reconciling all people to Jesus leads us to minister on spiritual, physical, social & economic levels.” The Oxford Circle Early Childhood Literacy Initiative, funded by the William Penn Foundation, seeks to assess the early literacy needs of children in the Oxford Circle community (with a specific focus on ages 0-3). The goal is to develop a comprehensive community plan to address the needs of children zero through five and their families through high-quality child care, parenting programs and with a particular emphasis on home visiting for infants and toddlers.
The Early Childhood Literacy Consultant position is a year-long engagement with the following Job Expectations
• Work with partners to develop and implement communication and outreach plan for local child care providers, community service organizations, elected officials and other neighborhood stakeholders.
• Evaluate early language and literacy levels of a sample of children in and out of formal care using the Ages and Stages assessment tool.
• Research applicable culturally competent, evidence-based and sustainable early literacy models that include a home-visitation component. From those researched, select two to three that are culturally appropriate for our community.
• Work with Needs Assessment Consultant(s) in presentation of initial findings of needs assessment including proposal for early intervention plan with model high quality and sustainable early literacy program and evaluation plan to coordinating committee for review and feedback.
• Work with Needs Assessment Consultant(s) in developing written plan for implementation of community-wide early literacy program based on completed needs assessment. Plan will include short term and long term goals for the program, recommendation of 2-3 culturally relevant early literacy models, and an evaluation plan.
Skill Requirements:
• Knowledge and experience in early childhood literacy and specifically work with ELL, multicultural and immigrant families.
• Requires both first-hand practical experience as well as research knowledge and education (minimum Masters level related education).
• Experience administering the Ages and Stages assessment tool
• Experience and knowledge within the child care provider and family eco-system helpful
• Demonstrated ability to work with a team
• Minimum of 15-20 years of experience and education combined.
