Director, Policy and Advocacy, National Comprehensive Cancer Network®

Reporting to the Senior Vice President, U.S. & Global Development, the Director, Policy and Advocacy is responsible for contributing to the overall development and implementation of the NCCN Policy program to support the advancement of the NCCN Mission and Vision, as well as the relevance and influence of NCCN content. The Director will work towards the development and execution of strategies to support establishing NCCN as the arbiter of what constitutes quality outcomes in high-quality, high-value cancer care; collaborating with policy experts to ensure NCCN plays a visible advocacy role, effectively influencing policy discussion about quality, outcomes, and value for cancer care. This position will participate in other related projects and perform other functions as may be required from time to time. This position requires occasional overnight travel.

MAJOR RESPONSIBILITIES:

  • Responsible for contributing to the overall development and implementation of the NCCN Policy program
  • Responsible for contributing to, and oversight of, the effective execution of policy-related strategies within the NCCN Strategic Plan
  • Act as ACA /AHCA, CMS, CMMI, MedPac and related programs expert, providing counsel to NCCN leadership on the development of policy priorities
  • Establish annual approaches and vehicles for effective execution of NCCN’s health policy agendas/priorities
  • Develop and execute strategies to support establishing NCCN as the arbiter of what constitutes quality outcomes in high-quality, high-value cancer care
  • Collaborate with policy experts and leverage expertise at NCCN Member Institutions, including relative NCCN Committees and the MI Policy Advisory Group to ensure NCCN plays a visible advocacy role, effectively influencing policy discussion about quality, outcomes, and value for cancer care
  • Manage relationship with policy consulting firm to ensure effective and efficient sharing of information and execution on advice and outcomes
  • Work to ensure that the NCCN “Brand” is acknowledged and NCCN Content is incorporated as the standard for cancer care, what constitutes quality outcomes, and/or remains a required element of concordance in existing and emerging coverage models
  • Collaborate with cross-functional teams to identify and provide external audiences with improved accessibility to expanded descriptions of NCCN Guidelines and derivatives processes, including the types of data evaluated, criteria for inclusion, and implications of recommendations for the policy makers, payers, patients and the clinicians
  • Work to ensure continued utilization of NCCN Guidelines and/or derivatives for coverage determination by CMS (for Medicare) and commercial insurers/payers in related/relative programs
  • Act as primary point of contact for optimization of expertise and research of NCCN Member Institution committees and increase inter-committee collaboration to influence quality, value, and access discussions and initiatives
  • Act as primary point of contact with policy stakeholders including, but not limited to, industry, advocacy and professional specialty organizations
  • Provide oversight for the NCCN Policy staff
  • Responsible for serving as the primary point of contact for CMS
  • Responsible for reviewing legislation, providing counsel, authoring comment letters, etc.
  • Collaborate with cross-functional teams to develop and implement compelling and differentiated product value propositions for the enhancement of the influence and visibility of NCCN Content across the oncology sphere
  • Participate in payer outreach in collaboration with Director, Payer and Employer outreach as applicable
  • Collaborate with experts to impact health policy discussions in support of the advancement of the NCCN Mission and Vision
  • Develop and execute on strategies for and collaborations with health information technology vendors working on behalf of federal and state programs to support quality programs and pay-for-performance models
  • Identify rich market insights to inform comprehensive commercial strategies and aligned messaging across relevant stakeholders
  • Develop and track program budgets with accountability for achieving net revenue goals

EDUCATION/RELATED EXPERIENCE:

  • Bachelor’s degree required, Master’s degree preferred
  • A minimum of 7 years’ experience within the not-for-profit, healthcare, managed care, pharmaceutical/biotech industry or equivalent preferred
  • Oncology experience preferred
  • Experience in translating strategy into tactical implementation and to motivate people to execute on strategy
  • Demonstrated credibility and relationships within Policy environment
  • Experienced and in-depth understanding of health policy, CMS and healthcare reform required
  • Demonstrated effectiveness working independently and in groups in a collegial manner, including cross-functional teams and internal/external networking
  • Understand quality measures, environment and relative programs
