Summary of Principal Responsibilities

The Director of Planning and Evaluation facilitates development of annual and long-term planning, monitoring and evaluation process in alignment with American Friends Service Committee (AFSC) Strategic Plan. Working with the General Secretary, and senior leadership, the director develops an organization wide action plan/roadmap with clear measurable goals and outcome metrics.

In cooperation with AFSC program staff members, the director (a) develops and documents appropriate planning, monitoring and evaluation standards and policies for use by AFSC; (b) develops techniques for creating both qualitative and quantitative program evaluation methods and (c) ensures that all staff members in the AFSC are competent in using the approved planning, monitoring and evaluation model.

The Director of Planning and Evaluation works with the Deputy General Secretary to strengthen internal management and team building and reinforce a culture of accountability and participation within the Program Support unit.

Essential Functions/Responsibilities: The key responsibilities of the Director of Planning and Evaluation include the following:

Planning and Direction

  • Provide a uniform methodology for conducting strategic and program planning throughout the AFSC and ensure that all staff members have the necessary skills to competently engage in planning.
  • Work with the leadership of the U.S and International Program units and the Board Program Committee to ensure that the governance and implementation aspects of program and strategic planning work are well coordinated.
  • Identify or develop monitoring and evaluation standards and procedures particularly applicable to AFSC’s central office support unit and AFSC’s program life cycle and assist program staff in applying these standards to all program work.
  • Develop a unified multi-year planning, implementation, and evaluation schedule in alignment with AFSC’s budgeting process and schedule.
  • In consultation with program support staff, identify uniformed and coordinated program coaching and support strategies, resources and training.
  • Build a database of lessons learned, or what works and what does not work, and develop an effective means of disseminating this information to program staff members on a consistent basis.
  • Stay current on national and international standards for program planning and evaluation methodologies informing program staff members and working with them to update AFSC methodology as appropriate.
  • Provide recommendations to the Deputy General Secretary for AFSC-wide responses to emerging and urgent national/international matters.

Reports

In cooperation with U.S and International programs and the Board Program Committee, prepare annual strategic plan progress reports for the board and senior leadership as needed including the following:

  • Annual Proposed Program Portfolio
  • Annual Program Report

Staff Management, Development and Support

  • Ensure that staff members in all units of the AFSC have the skills and experiences necessary to plan, monitor and evaluate program and project work.
  • Provide leadership and vision to promote teamwork, to achieve a common purpose, and to encourage continuous professional growth.
  • Set performance plan expectations and objectives for assigned staff members and conduct annual performance reviews.
  • Provide leadership and vision to assigned staff members to promote teamwork, to achieve a common purpose, and to encourage continuous professional growth.
  • Ensure that all assigned staff members follow all policies and procedures.
  • Work with assigned staff members to ensure that all projects and programs are high quality, effective, and focused on the mission, goals and objectives of the AFSC.

Decision-Making

  • Function as an effective decision-maker for the organization – using “sense of the meeting,” consultation, concurrent decision-making, and legally binding (union contract) approaches to decision-making as appropriate.

Financial Management

  • Provide leadership in developing and implementing strategies to obtain funds for program planning, monitoring and evaluation activities to include writing proposals for grants and identifying potential donors.
  • Prepare and manage the budget for the unit.
  • Understand and monitor all financial and management systems, procedures, and processes for Strategic Planning Unit.

Outreach and Communications

  • Staff liaison to the Board Program Committee
  • Provide guidance, training and expertise to regional executive committees and the International Program Executive Committee on issues regarding planning, monitoring and evaluation.
  • Function as the chief spokesperson for the strategic and program planning and evaluation of the AFSC.

Collaboration

  • Actively seek opportunities to collaborate with organizations, professional groups, institutions, etc. that will expand the reach and maximize the effectiveness of the AFSC.

Minimum Qualifications

Education: Advanced degree in organizational management, public planning, public policy, or a related area. Exceptional work experience and a baccalaureate may be accepted in lieu of the degree.

Experience:

  • A minimum of five years of organization-wide management experience in program planning, monitoring and evaluation.
  • Expertise with non-profits working in US and international development contexts.
  • Demonstrated understanding of qualitative and quantitative research and M&E methodologies including developing performance indicators and conduction practice and policy change program impact assessments.
  • Strong knowledge of project management processes in diverse working environments.
  • Experience in applying various planning and evaluation models to complex public education, movement building and advocacy programs in varying social justice and international development contexts.
  • Experience in training and facilitation in the development of strategic planning, monitoring and evaluation systems.
  • Demonstrated organizational skills and experience in budget management.
  • Knowledge of financial systems and resources allocation.
  • Proven track record of staff management, including staff development, coaching and mentoring.
  • Experience or thorough comfort level with functioning on an international level.
