General Description:
The Director of Out-of-School Youth is responsible for setting the vision and direction of the Out-of-School Youth (OSY) Department. The Director is responsible for ensuring that the Department meets its goals. The Out-of-School Youth Department is the center of expertise for OSY programming at PYN. The OSY Department researches best practices in out-of-school youth services and translates those findings into PYN program models. The Department holds expertise in occupational skills training, employment pathways, OSY education, social service supports, and city systems coordination. The OSY Department defines a standard of excellence for programming and holds PYN and external providers accountable to that standard.

Essential Functions:
• Set vision and goals for Out-of-School Youth Department
• Determine Department budgets and manage expenditures
• Hire, manage, and conduct performance evaluations for Occupational Skills program officer
• Establish and manage relationships with providers
• Provide direct oversight and support to the City’s five E3 Centers:
– Build and strengthen the E3 Center program franchise
– Oversee quality and success of E3 Center programming
– Help sustain and improve quality through technical assistance, connection to resources, and convening of staff across Centers
– With PYN’s Performance Management Unit, oversee contract compliance and quality, including monthly reporting toward program objectives, quarterly contract reports, and tri-annual provider progress reports.
• Ensure that the Department:
– Oversees the implementation and quality of PYN’s year-round out-of-school youth programming – currently including E3 Centers, Occupational Skills programs, and Job Placement program.
– Designs PYN’s OSY year-round program models and experiences
– Researches best-practices; builds and maintains a high level of expertise
– Builds relationships with providers and external partners
– Develops resources and partnerships with agencies to support the OSY service system throughout the city
– Establishes programmatic goals with individual providers
– Delivers technical assistance and training to help providers achieve those goals and deliver programming that meets PYN’s standard of excellence
• Helps establish and advance a citywide career-connected education agenda for out-of-school youth
• Assists in the creation of requests for proposals and management of the procurement process
• Addresses the professional development needs of staff
• Develops internal and external reports for all initiatives
• Other duties as assigned

Education, Experience & Skills Required:
• Masters Degree or Bachelors Degree with equivalent experience preferred
• Demonstrated success collaborating with educational, social or governmental systems
• Minimum of ten years experience serving urban youth and young adults
• Minimum of seven years non-profit management experience
• Strong verbal, written and public speaking communication skills
• Strong interpersonal and networking skills
• Ability to convene and motivate teams and diverse populations
• Knowledge of local and national out-of-school youth service trends, education reform and workforce development issues and strategies
• Excellent customer service skills
• Strong analytical skills
• Strong organizational skills
• Successful completion of a child abuse clearance and criminal background check
• Ability to use a computer for word processing, database management, and presenting presentation materials
• Successful completion of a child abuse clearance and criminal background check (a requirement for all PYN employees)
