Position Description: Director of Operations
Reports To: Assistant Director, Campaign for Working Families
Program: The Campaign for Working Families provides expanded income security to low-wage workers in the Philadelphia region by increasing their access to the Earned Income Tax Credit (EITC) and other federal credits, low cost financial services, improved financial planning, and public benefits. During the tax season, the Campaign runs a number of free tax sites throughout Philadelphia that provide free tax assistance.
Purpose of Position: The Operations Coordinator will be responsible for planning and implementing site operations for tax sites during Campaign for Working Families? tax season.
Duties and Responsibilities:
 Direct reports: Technology Manager
 Coordinator will work with Training and Volunteer managers to insure effective operations of Campaign tax sites
 Work with Communication team so that complete site list information is ready for the IVR phone line
 Oversee site selection process
 Provide input in design of all outreach materials promoting Campaign tax sites
 Update and revise Procedures Manual as necessary; prepare manual in advance of site manager training
 Monitor and enforce implementation of policies and procedures at sites;
 Regular monitoring of all tax sites during tax season including on-site visits, trouble shooting, review of quality measures, review of policies and procedures
 Develop strong relationships with individual site managers; provide mentoring by phone and through site visits throughout the tax season, with a special emphasis on intense coverage during the first month of the season
 Plan and run site managers? weekly conference calls and regular meetings as needed prior to, during and at the end of tax season
 Oversee monitoring of all consumer complaints and resolution of issues including overseeing post-tax season follow up on consumer complaints and problems
 Liaison between sites and Campaign staff
 Provide data reports for review
 Organize meetings of appropriate committees and work groups as needed
 Working with Assistant Director, create a budget for technology equipment and arrange rental and purchase
 Oversee and manage Technology Committee and team
 Implement Split Refund training procedures
 Site Selection Committee
Qualifications:
 Associate or Bachelor?s degree in related field
 Previous experience with VITA or computer tax preparation
 Fully experienced in handling complex computer data bases, including knowledge of software and hardware
 Previous supervisory experience
 Strong communications skills, both written and oral
 Strong work ethic, good organizational skills
 Strong interpersonal skills; ability to be flexible, responsive and firm
 Commitment to the mission of the Campaign for Working Families and GPUAC
 Willingness to work in hectic, ever-changing environment with good humor.
